The COVAX Facility (“COVAX”) provides a global solution to the equitable distribution of vaccines to the 190 participating countries and economies. The COVAX Advance Market Commitment (AMC) is an innovative financing instrument that supports the participation of the 92 low and lower-middle income economies in COVAX. Self-financing participants (SFPs) have entered COVAX either as Optional (having the possibility to opt-out of a particular vaccine) or Committed Purchasers. Guided by the WHO fair allocation framework, COVAX will equitably distribute doses to help protect the most at-risk groups. Gavi is working with Alliance partners UNICEF and WHO to ensure that the infrastructure is in place, and the technical support available, for COVID-19 vaccines to be safely delivered to all those who need them.

BACKGROUND

COVAX is the vaccines pillar of the Access to COVID-19 Tools (ACT) Accelerator, and it is co-led by Gavi, the Coalition for Epidemic Preparedness Innovations (CEPI), the World Health Organisation (WHO), and UNICEF, collectively the “COVAX Partners”. The Dose Sharing Operational Senior Policy Manager is the COVAX Facility’s lead for the operationalisation of the dose-sharing process, whereby participants receive donated doses from other countries who have surplus supply. The key objective of this role is to support the process of getting donated doses to countries as quickly as possible and address any roadblocks that arise along the way. The Dose Sharing Operational Policy Senior Manager works closely with both internal stakeholders at COVAX and GAVI, and external stakeholders at CEPI, UNICEF, and WHO, and is an integral member of the COVAX Country Coordination team, and the wider Country Engagement Team. The Country Engagement team develops and maintains relationships with COVAX participants through the provision of timely, accurate information and support in assisting participants to understand and work within COVAX processes, including dose sharing.
Main Duties/Responsibilities
The Dose Sharing Senior Operational Policy Senior Manager will coordinate dose allocations and shipments, ensure participants are prepared to receive donated doses, facilitate timely shipments, prepare analyses for senior management on key bottlenecks, and help drive process improvements. Additionally, the role will entail drafting documents and communications for various stakeholders and providing reports on donations allocated and delivered by various donors for internal and external use. The Dose Sharing Operational Policy Senior Manager will engage regularly with teams across COVAX and COVAX’s partners, in particular colleagues working in country-facing positions, those who engage directly with manufacturers and those who manage the relationship with donors.

Allocation process management and country preparedness:
  • Keep all stakeholders aware of relevant process updates;
    • Prepare weekly summary of offer letters, acceptances, and country preparedness documents that require follow-up;
    • Coordinate meetings with relevant parties to discuss missing documents/acceptances, and help with follow-ups when required;
    • Understand and communicate prioritisations of offers/shipments to relevant stakeholders;
    • Alert allocation team of required reallocations due to countries’ offer refusals.
  • Work closely with COVAX Product Managers and Procurement Agencies (UNICEF, PAHO) to ensure harmonisation and coordination of country preparedness tracking across dose donations and regular allocations pursuant to COVAX advance purchase agreements.
Shipment monitoring:
  • Work closely with Procurement Agencies (UNICEF, PAHO) to provide timely answers to questions to ensure bottlenecks in shipment are resolved;
  • Proactively reach out to relevant parties to problem-solve when cross-stakeholder collaboration is required.
Analysis and resolution of bottlenecks:
  • Liaise with COVAX Product Managers to resolve manufacturer specific bottlenecks linked to supply planning, manufacturer specific requirements from countries, and product characteristics affecting the timely deliveries of donated doses;
  • Liaise with COVAX Country Managers to resolve country specific bottlenecks linked to regulatory approval, import licenses and indemnity and liability;
  • Prepare analyses to support senior management in their understanding of dose donation timelines/statuses and key bottlenecks;
  • Pro-actively suggest and help drive process improvements.
External and internal communications:
  • Create updates and reports on donations allocated and delivered by various donors for internal purposes and reports to other partners/stakeholders;
  • Draft documents and presentations to support engagement with internal and external stakeholders.

Work Experience
  • A minimum of 8 years of experience in global programme coordination, public/global health, international organisations, supply chain or pharmaceuticals;
  • Experience in large, cross-functional teams working across diverse stakeholders within complex contexts, ideally with international organisations;
  • Extensive project management experience leading complex programmes to a successful outcome; 
  • Extensive experience in delivering global programme outcomes and benefits by establishing robust programme management;
  • Experience in introduction of new vaccines and vaccine procurement processes of UNICEF SD and PAHO Revolving Fund will be advantageous. 
Skills/Competencies
  • Excellent analytical and synthesising capabilities; and excellent attention to detail;
  • Ability to work independently, under pressure, demonstrating initiative and flexibility;
  • Demonstrated ability to work in teams with cross cutting colleagues to achieve results;
  • Exceptional written and verbal communication skills; with demonstrated ability to deliver high quality work independently within tight deadlines;
  • Proficiency with Microsoft PowerPoint, Excel, Word, Teams, and data management capabilities.
Languages
  • Fluency in written and spoken English is essential;
  • Other UN languages, particularly French, Spanish, Russian, or Arabic is an advantage.
Academic Qualifications
  • University degree in business administration, public health or other relevant discipline.
