Background

iMMAP implements a project supporting the Iraqi National Mine Action authorities with Information Management technical support and capacity building. The principal objective of the position is to ensure high quality technical inputs on information management and GIS for the success of the project in building local mine action authorities’ capacities to collect, verify, store, and analyze mine action and related data in the fulfillment of their duties. The technical advisor also supports iMMAP Iraq’s general program development.

Description of Duties

OPERATIONAL

· Lead, in coordination with technical advisors in country and project partners, the identification of Information Management solutions tailored to the need of the project beneficiaries (Iraqi National Mine Action authorities and Mine Action implementing partners).

· Coordinate and supervise the work of the project team under his/her responsibility to ensure quality outputs are provided as per project strategy, and beneficiaries’ requirements.

· Ensure project activities are following the overall project strategy and objectives are reached as defined in the project action plan.

· Support the Ministry of Environment with data analysis for natural disaster and integrating mine action data.

· Promote the sharing of mine action data with stakeholders outside the mine action sector.

· Design online tools and support designing dynamic maps based on mine action data.

· Supervise the production of the project’s monthly products.

CAPACITY BUILDING

· Ensure a capacity building strategy is in place for the project beneficiaries.

· Plan, coordinate and deliver advanced training in GIS and related information management systems and processes at required levels.

· Build and support the development of iMMAP national staff capacity related to GIS and information management.

SUPPORT TO PROJECT MANAGEMENT AND PROGRAM DEVELOPMENT

· Support the definition of the project planning and financial forecasts.

· Ensure that budgets are spent according to donor proposals and in line with the project plan and objectives.

· Lead the compilation of information to prepare quarterly progress reports.

· Provide technical input in the development of new project proposal or project concept notes.

STAFF MANAGEMENT

· As required, adjust the structure of the project team, and adjust ToRs outlining staff roles and responsibilities, to ensure optimal project performance.

· If required, submit recruitment requests for the project to HR Department and participate in the recruitment process.

· Ensure that staff under your supervision receive appropriate and adequate training by providing coaching.

MONITORING AND EVALUATION

· Actively contribute to the learning process around the project in close coordination with the Program Coordinator.

SECURITY

· Ensure security plans and protocols for the areas of operation and for the project are adequately followed.

ORGANIZATIONAL LEARNING

· As part of the iMMAP commitment to organizational learning, and in support of the understanding that learning organizations are more effective, efficient, and relevant to the communities they serve, it is expected that staff will commit 5% of their time to learning activities that benefit iMMAP as well as individual professional development.

· iMMAP team members are expected to support all efforts toward accountability, specifically to beneficiaries of iMMAP programs, and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of field projects.
