Purpose of the Consultancy
The incumbent will support to the HIM/WHE in the development and implementation of the information and geographic mapping systems necessary for the collation, tracking and analysis of relevant intelligence and information related to public health events.
Background
Since 2 January 2020, the three levels of WHO (China Country Office, Regional Office for the Western Pacific and Headquarters) have been working together to respond to this outbreak of COVID-19. On 30 January 2020, WHO declared the outbreak a Public Health Emergency of International Concern (PHEIC). On 11 March 2020, WHO Director General characterized COVID-19 as a pandemic. WPRO HIM team has supported response to the COVID-19 outbreak in the Western Pacific Region, supporting Member States and WHO Country Offices to prepare and respond to COVID-19.
Aside from the COVID-19 response, HIM team has continued to maintain the infectious diseases and public health crises monitoring, verification and response functions. However, due to the resource intensive and protracted nature of the COVID-19 response the HIM team is looking to strengthen its team to conduct routine monitoring and response activities for all hazards including COVID-19 outbreak in the Western Pacific Region.
Work to be performed
Note: Below activities include the events related to COVID-19 in the Western Pacific Region.
Under the supervision of the Programme Area Manager, Health Emergency Information and Risk Assessment (HIM):
Output 1: Provide technical support in developing and maintaining tools and processes for collecting, managing, analysing and presenting geospatial data.
- Deliverable 1.1: Support routine data management and visualization for HIM/WHE
- Deliverable 1.2: Support training of geospatial analysis tools and skills
- Deliverable 1.3: Working with different teams and streams of work on streamlining information for mapping and visualization
Output 2: Support managing, maintaining, and upgrading the regional COVID-19 dashboard.
- Deliverable 2.1: Extract various data and information on COVID-19 and other public health events including dengue, avian influenza and influenza from multiple sources using R and other tools.
Output 3: Support any other ad hoc task related to the dashboard, mapping and visualization as deemed necessary by the Programme Area Manager, Health Emergency Information and Risk Assessment.
Output 4: Provide the monthly progress report on the work performed and achieved, and the submission of the final mission report at the end of consultancy
Output 5: Carry out other activities as requested by the Programme Area Manager, Health Emergency Information and Risk Assessment.
Qualifications, experience, skills, and languages
Education
Essential: First university degree in information or data management, computer sciences, statistics, applied math, public health, or a related field, complemented by training in information management from an accredited/recognized institute.
Desirable: Specialization in information management systems. Specific training in humanitarian response or emergency information management.
Experience required
Essential: At least 5 years of related experience in information management, monitoring, needs assessment, project management, data management and information dissemination in the public health sector or health development sector, part of which in emergency management or humanitarian context.
Experience in developing and promoting collaborative partnerships.
Desirable: Relevant work experience in WHO, other UN agencies; experience working in relevant nongovernmental or humanitarian organizations. Experience in developing countries.
Skills / Technical skills and knowledge
Advanced use of MS Office, particularly spreadsheets, data visualization and analysis tools, and databases Design and management of information systems
Language requirements
Excellent knowledge of English or French (depending on the country of assignment). Working knowledge of another WHO official language would be an asset.

Place of assignment
The consultancy will initially take place remotely with travel to Manila, Philippines, if conditions allow.
Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
Travel
Depending on the situation, travel to countries in the Region may be arranged as necessary.
