PROGRAMME MANAGEMENT OFFICER
Org. Setting and Reporting
This position is located in the Resources Management Service of the United Nations Conference on Trade and Development. The Programme Management Officer reports to the Chief, Resources Management Service.Responsibilities
Within delegated authority and under the direct supervision of the Chief, Resources Management Service, the incumbent will assist in overall coordination and integrated support to programme delivery and senior management in the area of human resources, programme planning, budget and finance, and of adequate information technology support and services. Specifically, the incumbent will be responsible for the following duties:
1) Coordinates the preparation of the main programme planning documents of UNCTAD, including:
- Taking a lead in coordinating the preparation of programme planning documents, in particular the biennial programme plan and the programme elements of the proposed programme budget;
- Coordinating with relevant stakeholders at UNHQ and internally within UNCTAD;
- Coordinating the preparation of the intergovernmental consideration at UNCTAD level, including liaising with UNCTAD Intergovernmental Support Service, briefing and interacting with delegations and ensuring substantive support by Divisions;
- Being an integral part of the team servicing of intergovernmental consideration at UNHQ, most notably for the Committee of Programme and Coordination, the Advisory Committee on Administrative and Budgetary Questions and the Fifth Committee;
2) Devises, implements and manages a management information system on resource- and programme-related data for the monitoring of strategic indicators, including:
- Exploring various tools and sources of information to set up the system;
- Devising mechanisms for data collection, maintenance, updating and reporting;
- Management of related tools used in the management information system;
- Constantly updating requirements and studying the feasibility of fulfilling new needs for data;
- Providing regular updates for senior management and programme managers' use;
- Support the creation and management of accountability tools to enhance the monitoring of strategic indicators;
3) In support of broader strategic planning and delivery of results, performs high-level forecasts of activities to allow forward planning of RMS support capacities and other resources, including:
- Liaising with programme managers to ascertain main upcoming activities over given periods of time, in order to establish a high-level forecast;
- Determining, in consultation with the programme managers and internally within RMS, the support required from RMS and other related issues;
- Advising programme managers on any issues related to the activities forecasted in terms of timing, approaches and resources, from the perspective of RMS' capacities and constraints.
4) Assists the Chief, RMS in providing guidance to the staff of the Office of the Chief and performs other duties as required.

Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in project or programme management/ administration or related area is required.
Out of these, at least three years hands-on experience in programme planning, results-based management or related, is required.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.Assessment
