Purpose of consultancy

To provide expert writing expertise to WHO in preparing a collection of case studies on WHO’s work and impact in countries, territories and areas as part of the 2020-21 WHO End-of-Biennium Results Report

This will include developing and implementing engagement activities and plans supporting related activities, including identifying opportunities for partnerships and collaborations, and developing and implementing strategic communications plans, activities and events.

Background

WHO’s 13th General Programme of Work (GPW13) focuses on measurable impacts on people’s health at the country level. To implement this measurement system, the WHO Results Framework is used to track the joint efforts of WHO, Member States and partners to meet the triple billion targets and achieve health-related Sustainable Development Goals. The Framework is accompanied by a system for measuring impact: WHO Impact Framework; scorecards for output measurement performance across six dimensions; and qualitative case studies.

The Department of Country Strategy and Support (CSS), in collaboration with WHO country offices (WCOs), Country Support Units (CSU) from WHO regional offices and technical divisions in WHO headquarters, is producing case studies on the results and impact of WHO’s work in countries, territories and areas. The case studies will document and validate WHO’s results and impact, in line with respective country support plans and the alignment with GPW13. CSS will consolidate all case studies into a single publication that will contribute to the 2020-21 WHO End-of-Biennium Results Report for the Seventy-fifth World Health Assembly.

Deliverables

Output 1: Draft and/or finalize assigned number of case studies on WHO’s work in countries, territories and areas by 31 March 2022.

  • Activity 1.1: Attend video conference calls and interviews with staff in the identified WCOs to collect information for assigned case studies;
  • Activity 1.2: Review background documents provided by WCOs for drafting assigned case studies;
  • Activity 1.3: Draft and disseminate to respective WCOs, CSU and CSS staff the first version of the assigned case studies;
  • Activity 1.4: Incorporate feedback from WCOs, CSU and CSS, finalize and submit assigned case studies for final clearance by respective WHO Representatives; and
  • Activity 1.5: Submit to CSS the final version of the assigned case studies that follow the WHO Style Guide and do not require further editing and/or formatting for technical and style matters.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

University degree (Bachelor’s) in public health, communication/journalism, public affairs, social science or a related discipline

Experience

Essential:

  • Minimum five years of national or international experience in public health, global health initiatives, communication/journalism or public affairs.
  • Experience in conducting information-gathering interviews, literature review, analyzing and summarizing information.
  • Previous experience in developing case studies or other results-focused publications on health or social matters.

Desirable:

Previous experience collaborating with WHO, other UN agencies or international/national organizations working on health or related topics.

Skills/Knowledge:

  • Excellent writing skills demonstrated by professional publications on health and/or related topics
  • Ability to analyze and summarize complex technical information for the general public
  • Excellent communication and organizational skills
  • Proven ability to convene and work with a wide range of stakeholders to gather inputs to finalize written products
  • Understanding of WHO’s work in countries and of WHO’s strategic documents

Expert knowledge of other official WHO language

Band level B – US$350-450/day per day.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
