Mission and objectives

Under Resolution 2567 (2021), the Security Council determined that the situation in South Sudan continues to constitute a threat to international peace and security in the region. The Council extended the UNMISS mandate until 15 March 2022. It also determined that the Mission should advance a three-year strategic vision to prevent a return to civil war, build durable peace and support inclusive, accountable governance and free, fair and peaceful elections in accordance with the Revitalized Peace Agreement. Under Chapter VII of the Charter of the United Nations, UNMISS is therefore authorized to use all necessary means to implement its mandate which includes: (a) Protection of civilians (b) Creating conditions conducive to the delivery of humanitarian assistance (c) Supporting the Implementation of the Revitalised Agreement and the Peace Process (d) Monitoring, investigating, and reporting on violations of humanitarian and human rights law: The overall ceiling for uniformed personnel is maintained at 17,000 troops and 2,101 police, including 88 corrections officers. Context

UNMISS was established in 2011 under the auspices of the UN Department of Peacekeeping Operations (DPKO); subsequently, UNMISS mandate has been renewed through resolutions 2057 (2012), 2109 (2013), 2155 (2014), 2187 (2014), 2223 (2015), 2241 (Dec. 2015), 2304 (2016) and 2327 (2016), 2392 (Dec. 2017), 2406 (Mar. 2018), 2459 (Mar. 2019), 2514 (Mar. 2020), 2567 (Mar. 2021).

Task description

Under the direct supervision of the Senior Civil Affairs Officer/Civil Affairs Director, Civil Affairs HQ Information and Analysis Cell Team Leader, or the relevant State Office Team Leader, or periodically their respective designate, the UN Volunteer will undertake the following tasks: • Producing accurate, timely and edited consolidated daily reports based on inputs received from the state and HQ offices or from within a state office. Producing consolidated thematic weekly and monthly reports on the central themes, issues and associated Civil Affairs actions based on inputs received from state and HQ offices, or from within a state office. Reporting to adhere to the key aspects of the UNMISS Civil Affairs mandate, guided by UNSC Resolutions 2304 to assist the protection of civilians and support implementation of peace agreements with emphasis on conflict management including early warning and interventions at the local and state levels. • Maintaining a mechanism to track use of Result Based Budgeting (RBB) tools and maintenance of the RBB database; • Establishing and maintaining a Civil Affairs Division (CAD) partners/contacts database; • Producing briefs and other analytic reports as required on political developments, peace processes, conflict and insecurity; • Working with designated information technology staff to manage Civil Affairs information and produce summary reports; • Consolidating market information received from or produced by a state office(s) and incorporating into a database that produces trends and other summary information; • Participating in meetings on behalf of CAD with other UN Agencies, civil society organizations and other partners, both local and international; • Liaising with partners to disseminate the UNMISS and CAD mandate; • Supporting the organization of workshops and other team building activities; • When working with (including supervising) national personnel, governmental or non-governmental counterparts, setting aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training; • Undertaking other related tasks as directed by the supervisor, Senior Civil Affairs Officer and/or Director of the Civil Affairs Division. Results/Expected Outputs: • Produce grammatically correct and concise daily, weekly and monthly Civil Affairs re-ports; • Prepare Civil Affairs inputs to SG reports and produce or contribute to the preparation of code cables; • Ongoing communication with state and HQ officers, which ensured coherent, timely re-porting and reflected the core areas of Civil Affairs work; • Assist with the management of RBB reporting and monitoring; • Produce various ad hoc reports as required; • Participate in Civil Affairs management initiatives, especially those related to reporting and management of information; • Assist with the planning of other Civil Affairs activities at the HQ level; • Conduct field missions as assigned; • Represent Civil Affairs at the HQ or state level. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote capacity development activities and transfer of skills to national personnel during the assignment; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. • Contribute to the effectiveness and efficiency of the Section / Field Office; empowering and mentoring other staff within the unit.
