Background

‘Leave No One Behind’ (LNB) UN Joint Programme is a response to government’s efforts toward social inclusion of vulnerable groups. With its main goal to empower vulnerable persons in Albania to have equal access to public services and opportunities, to have a voice in public decision-making affecting their lives, it builds upon the vast experience of the UN in addressing social inclusion and the needs of vulnerable groups, and avails of technical expertise and know-how of UN implementing agencies, specifically UNDP, UNICEF, UNFPA, and UN Women, which have already engaged in implementing the programmes second phase (LNB2: 2021 – 2025). The improvement of social inclusion will be supported by interventions at macro level (central authorities), at meso level (municipalities and civil society organizations) and at micro level, actively involving the target groups into the programme’s implementation.

One of the programme’s primary objectives is to support municipalities to manage and scale up effective models of quality support and integrated community based social services that boost social inclusion and are gender responsive and rights based, as well as reflect internationally recognized standards efficiently and effectively. The LNB2 programme specifically focuses on strengthening and expansion of social care service provision, as part of the wider development of the social protection system in Albania. During the first phase of implementation, the programme has supported municipalities, especially the smaller ones, to establish social care services, given the fact that the ability of local governments to operationalize the Social Fund remains a very important challenge, due to their limited capacities and resources.  Therefore, in close coordination with MoHSP, and in line with the grant scheme’s regulations for new social care services at local level, the programme has allocated funds to resource Social Fund and support social care services at local level. Cooperation agreements are signed, and the first and second tranche of funds are already disbursed to 7 LGUs to introduce innovative social care services at local level.

In view of the above, LNB2 programme is in need of video documentation of the project activities that have already achieved results in relation to LNB support to the Social Fund resourcing.

Duties and Responsibilities

The National Consultant/Videographer will produce video stories on LNB support to Social Fund resourcing in three supported municipalities, as a way to demonstrate and share good models and approaches of innovative social care services and to support municipal partners that seek to scale up such good practice models at the local, regional, or national level.

The consultant will therefore be responsible for the following tasks:

  •  Produce 3 video stories featuring UNDP LNB interventions in the municipalities of Roskovec, Puke, and Pogradec..Interventions focus on support to Social Fund resourcing, as a way of sharing good practices on  provision of innovative social care services that can up-scale among other municipalities.
  • Develop the script bringing a beneficiary perspective, ensuring results are well highlighted and also ensuring gender-sensitive communication. Provide a filming schedule.
  • The videos should be bilingual including subtitles in the agreed language. Sound not to have copyright issues. Videos should include sign language translation.
  • Submit draft video for comments to the UNDP/LNB Team and UNDP Communications Unit and provide edits as necessary.
  • The final product should be sent to UNDP via We Transfer, as well as in a USB which should include raw footage.
  • The expert will provide the necessary equipment and other resources for the completion of the deliverables, including written consensual agreement of other parties/beneficiaries Featured in the video.

All video content/footage are a property of UNDP Albania and should not be used/replicated.

It is expected that the Consultant’s services are required for a period of 21 days, between February - April 2022.

Expected Outputs and Deliverables:

  • Schedules of the filming, filming formats and locations are defined and confirmed.
  • Three video stories edited into a complete quality product (2,5 minutes max each). The videos should be accompanied with voice-over and/or sound, with English and Albanian subtitles and in sign language translation.
  • The videos should also be packaged for using at online platforms.

Required Skills and Experience

Academic Qualifications/Education:

  • Specialized technical knowledge/experience in Journalism and related.

Relevant experience:

  • Minimum of 5 years of professional experience.
  • At least 5 years of experience in designing and communication tools/materials, developing video diaries and social documentaries, preferably on social inclusion issues.

Language skills:

  • Working knowledge of English and fluency in Albanian

Timeframe:

21 working days max for the complete work on the video stories during the period: 4 February - 4 April 2022.

Copyright

UNDP and the consultant will hold joint copyright on all videos produced as part of this assignment. This means UNDP can reuse all videos without further cost implication. At the same time, the consultant(s) can display and use the materials also. Copyright will be attributed to both UNDP and the consultant(s) in the following way: Copyright for photos: Videographer’s copyright information will be included.

UNDP Terms of use:

•           Unlimited use of all videos and footage supplied.

•           Unlimited storage of the videos and footage by UNDP

•           Rights to transfer the videos and footage to third parties for their use.

Consultant(s) Rights:

•           Retain copies of the videos and footage for personal use (for example, in their portfolio).

•           Assert their moral right to be identified as the author of the videos and footage.

Payment Modality:

Payments will be made upon satisfactory achieved deliverables, in accordance with the workplan agreed an All payments are subject to the clearance and approval of the direct supervisor.

Evaluation Procedure

UNDP applies a fair and transparent selection process that would take into account both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

•           Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)

•           And has obtained the highest combined technical and financial scores.

Technical Criteria - 70% of total evaluation – max points: 70

Criteria A:            Demonstrated professional experience in designing and producing video documentaries on issues related to social inclusion, as per respective ToRs – max points: 40

Criteria B:            Compliant educational background - max points: 20

Criteria D:            Relevant experience with UN – max points: 10

 Financial Criteria - 30% of total evaluation – max points: 30
