The Office of the Secretary-General (OSG) supports the Secretary-General in implementing his vision and priorities for the Organisation to\:

  • optimise the strength and the quality of the economic recovery from COVID-19 through stronger, cleaner and fairer growth;
  • drive and promote global leadership on ambitious and effective action on climate change;
  • seize the opportunities and better managing the risks of the digital transformation;
  • finalise a multilateral approach to taxation/digital taxation;
  • strengthen OECD outreach in the Asia-Pacific and Africa; and
  • promote well-functioning trade systems and global markets.

We provide high quality advice and support to the Secretary-General to achieve a coordinated and innovative approach to the development and implementation of the OECD’s work. We do this by forming timely and well-founded advice, consulting and coordinating with Members, with Deputy Secretaries, and across Directorates, and fostering a high functioning organisation.

We are looking for a Junior Policy Analyst to join the Strategic Foresight Unit within the OECD Secretary-General’s cabinet. The analyst will contribute to strengthening the practice of foresight at the OECD by helping to\: research and analyse emerging trends relevant to public policy priorities; design and deliver collaborative processes on future scenarios and implications; and draft and edit foresight publications. S/he will work under the direct supervision of the Counsellor  for Strategic Foresight (OSG).

Main Responsibilities

Analysis and Futures Thinking

  • Assist in identifying and exploring possible future changes and their potential implications across a range of key areas of public policy. This includes assisting in\: identifying underlying assumptions, scanning for signals of change, exploring emerging change drivers and impacts, clarifying key uncertainties, developing alternative future scenarios, exploring policy implications and devising key questions and recommendations for policy-makers.
  • Draft foresight publications and think pieces and provide future-relevant inputs to OECD work
  • Keep informed of and contribute to the state of the art in foresight and futures thinking and methodologies
  • Assist the team in their contribution to futures thinking in international high-level policy fora

Intervention Design and Communication

  • Support the SF team in the design and delivery of foresight interventions and processes for various audiences including senior decision makers
  • Facilitate workshops, structure discussions, guide conversations, balance contributions and synthesise perspectives of participants with diverse backgrounds
  • Communicate concepts of strategic foresight clearly and accessibly for non-expert audiences
  • With the SF team, represent the OECD in relevant international and national fora and deliver presentations
  • Help with building  the unit’s foresight collaborations and projects by networking with relevant stakeholders in member and non-member governments and international organisations
  • Handle various requests from high-ranking officials with tact and diplomatic sensitivity

Project Management and Community Coordination

  • Support the identification and oversight of collaborative projects with OECD Directorates, governments and relevant stakeholders to advance the use of strategic foresight in policy-making
  • Contribute to the coordination and strategic developemnt of foresight networks with a range of internal and external stakeholders
  • Contribute to the coordination of the OECD’s global Government Foresight Community (GFC) including the design and delivery of meetings, on-going communication with members and strategic community development
  • Keep abreast of foresight work planned and underway in member and partner countries in order to identify needs and develop and propose new OECD services
  • Contribute to designing trainings, meetings and projects that build anticipatory governance with OECD Directorates and Delegations

Ideal Candidate Profile

Academic Background

  • An advanced university degree or equivalent experience in strategic foresight, futures studies, social sciences, innovation, public policy, international relations or related field.

Professional Background

  • A minimum of 2 years of relevant professional experience in foresight / public policy / innovation preferably in an international, multi-cultural environment
  • Practical foresight experience or work in an emerging / future-related field
  • Previous experience working with a high degree of discretion whilst communicating effectively with colleagues, delegations and high level stakeholders in a multicultural environment.
  • Relevant experience multitasking and managing unexpected tasks within short timelines.

Languages

  • Working knowledge of both OECD official languages (English and French) would be an asset. Knowledge of other languages would be an asset.
  • Knowledge of other languages would be an asset.
