ORGANISATIONAL CONTEXT

The IDLO Office in The Hague acts as a justice hub providing the organization with specialized expertise in priority thematic areas to support policy, advocacy, research and programs. The Office maintains and builds strategic diplomatic and professional relationships with The Government of the Netherlands, a member party of IDLO, and with international organizations and tribunals, and other organizations in the justice and peace community in The Hague, as well as with other current and prospective partners in Europe. 

Corruption exacts a heavy toll on societies, undermining the rule of law and good governance, and  negatively affecting the achievement of the 2030 Agenda for Sustainable Development. Anti-corruption initiatives, including capacity building of the judiciary, prosecutors, and law enforcement, as well as technical assistance to support legislative and policy reforms, is a growing area of IDLO’s work. The Organization is seeking to further enhance its programs and profile in the field of anti-corruption as part of its commitment to promote the rule of law and access to justice as articulated in the Strategic Plan (2021-2024). IDLO seeks an Anti-Corruption Advisor to expand its in-house capacity and expertise in anti-corruption. 

THE POSITION 

The Anti-Corruption Advisor position is located at IDLO’s office in The Hague and works in an integrated manner across departments.  The Anti-Corruption Advisor provides technical expertise, policy, program development, and programming advice to teams in the Department of Programs and across IDLO’s global network of Country Offices. S/He supports the identification of good practices and assists initiatives and projects on anti-corruption across the organization, including in the field.  S/He also contributes to thought leadership and policy advocacy activities. 

Under the general supervision and coordination of the Director of The Hague Office, and in coordination with relevant, the incumbent will perform the following duties:

  • In line with the organization’s Strategic Plan, monitor and identify key trends and developments in anti-corruption, develop an organizational mapping in the thematic field of expertise, and identify areas of strategic interest and advantage where IDLO can intervene as a leader and innovator. This includes in the development and delivery of related programming as well as in thought leadership, knowledge generation, and policy activities;
  • Contribute to the development of new programs and/or expansion of existing ones; incorporating innovative approaches into program design when appropriate; and integrating substantive and technical inputs into the preparation of proposals, concept notes, reports, etc.;
  • Review and advise on project proposals relating to anti-corruption to ensure consistency with IDLO’s Strategic Plan as well as compatibility with regional, sub-regional, and national contexts;
  • Develop guidance and policy notes in support of IDLO’s programmatic, research and policy work;
  • Provide support and assistance to program implementation activities, including quality assurance, topical support to field activities, regular field visits, and by analyzing program reports and related documentation;
  • Develop and leverage networks and partnerships with relevant governments, multilateral organizations, NGOs and civil society organizations, universities, think-tanks, and other relevant stakeholders in the area of anti-corruption for the purposes of strengthening IDLO’s knowledge, visibility and international engagement as well as expanding its reach, capabilities, and capacity to develop and deliver high-quality programming;
  • Contribute to thought leadership and policy dialogue by supporting research, publications, active engagement with networks and partners, and participation in conferences and other meetings; and
  • Provide input into institutional and project communications media in the area of expertise, including websites, social platforms, marketing materials, etc.; prepare analytical reports, briefing notes, background papers, talking points, etc. as may be required.

IDEAL CANDIDATE PROFILE

Core Education and Professional Experience

  • Post-graduate degree in Law, specialization in Criminal Law or Criminology would be an asset.
  • Excellent understanding of international development, especially criminal justice, with a focus on anti-corruption is a requirement.
  • Minimum of eight (8) years of progressively responsible experience at the international level in developing and managing programs related to access to criminal justice and/or anti-corruption, or a combination of development experience with relevant legal practice.
  • Significant practical experience in developing countries, field experience in national and/or international anti-corruption initiatives and development is essential.
  • Experience working with and/or understanding of the international anti-corruption architecture, particularly the United Nations Convention against Corruption, would be an asset.
  • In depth knowledge of one or more the following areas:
  1. Prevention of corruption, particularly through criminal justice  initiatives and systems;
  2. Criminalization and prosecution of corruption;
  3. Judicial independence and integrity;
  4. Public awareness of and responses to corruption, particularly in relation to deterrence;
  5. Public procurement and transparency;
  6. Regulation of financial institutions;
  7. Illicit financial flows and cross-border asset recovery; and
  8. Protection of whistleblowers and other persons who report and expose corruption.

Languages

  • Excellent professional oral and writing skills in English is required. Professional knowledge of Spanish and/or French is desirable.

Specific technical and behavioral competencies

  • Track record of publications in the area of expertise.
  • Demonstrated ability in designing and implementing strategies and projects in the area of expertise. 
  • Excellent analytical, critical reasoning and problem-solving skills. 
  • Proficient in utilizing standard industry technology, including Microsoft Office and related software. 
  • Demonstrated ability to work proactively and independently, as well as in a team environment.
  • Proven ability to develop and foster working relationships across a multi-cultural, globally based organization; 
  • Strong interpersonal skills and ability to build relationships with a wide range of stakeholders at different levels and from different cultural backgrounds.
  • Ability to take initiative, share and communicate ideas.
  • Openness to change and ability to work under pressure.
  • Good team player, positive attitude, flexible mind, comfortable in matrix management settings.
  • Self-motivated, hands-on and solution oriented professional; able to function effectively in a rapidly changing and dynamic work environment.
  • Ability and willingness to travel to the field, including hostile environment countries.
  • Keen sense of ethics, integrity and commitment to IDLO's mandate.

TERMS AND CONDITIONS

For this internationally recruited position, IDLO will offer the selected candidate a Professional Fixed-Term Contract of 24 months, with the possibility of extension subject to performance and availability of funding.

IDLO shall offer a yearly basic salary of EUR € 64,000 and benefits including provident fund contribution (14%), medical insurance and leave entitlements in accordance with IDLO Employee Regulations and Rules. Relocation, installation, expatriate, and educational allowances are also available for internationally recruited employees in accordance with IDLO Employee Regulations and Rules.

Salaries and benefits paid by IDLO to employees are exempt from taxation in The Netherlands.  IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
