- Purpose of the Consultancy
The purpose of the consultancy is to provide technical advice to the digital health and related innovation activities in the EMR, with special emphasis on implementation of the Global Strategy on Digital Health Roadmap, utilization of mobile technologies for health promotion and education, as well as supporting digital technology applications in emergencies, including the current COVID-19 pandemic, by providing updated information and knowledge for the digital health initiatives at the regional and country level; and facilitating the dialogue of stakeholders and partners to learn about the national context for adoption of appropriate technologies to address health / public health priorities.
- Background
At WHO/HQ, the Digital Health & Innovation (DHI) Department sits within the Science Division. The overall mission of the Science Division is to harness the power of science and innovation in a systematic way, by ensuring the excellence, relevance, and efficiency of WHO's core technical functions, including norms, standards and research. Within the Division, the specific purpose of the DHI Department is to harness the power of digital health and technologies to contribute to the attainment of the highest standard of health of all people. The Global Strategy on Digital Health (GSDH) has been approved by the Member States at the World Health Assembly in November 2020. It promotes 4 strategic objectives that relate to implementing and sustaining the appropriate use of digital health to strengthen health systems.
At WHO/EMRO, the Digital Health and Innovation (DHI) area of work sits within the Research and Innovation (RAI) cluster, Division of Science, Information & Dissemination (SID). DHI aims at steering digital health to contribute to achieving the GPW13 triple billion goals and health-related SDGs, within the overall scope of SID work. DHI’s main objective is to enhance WHO leadership role in assessing and enabling digital health technologies, and support countries to make decisions about how to identify, prioritize, integrate, implement and regulate such technologies, based on national digital health strategies. The programme also fosters collaboration through networks and partnerships to help identify and address gaps through innovation and digital health applications and services.

- Specific requirements
Essential Qualifications:
University degree for lower end of range and master’s degree for mid and high end of range in digital health, information technology, information management, computer sciences, health systems, public health, development or a related field
Desirable qualifications:
Qualification in public health, health governance, health economics, or business administration.
Experience required:
From 5 to 10 years of relevant experience, including work with public / private digital health programs. International experience in digital health is mandatory.
Skills / Technical skills and knowledge:
- Strong communication skills, both written and verbal
- Excellent planning/organization skills
- Proven skills in time management and team-work
Language requirements:
- Ability to write and communicate in English (required), Arabic (preferable)
- Knowledge of French would be an advantage
- Place of assignment:
Cairo, Egypt
- Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
- Travel
The Consultant may be expected to travel, including for taking up assignment, itinerary and estimated schedule will be agreed as required.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance in line with the instructions applicable locally, or up to the maximum of the UN DSA.
The Consultant may apply for a UN Certificate prior to travelling.
Visas requirements: it is the Consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
