STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

These jobs are likely to be found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). In the field, role holders typically report to the Head of Field Office or the designate. In RBs and HQ, job holders report to a more senior Logistics Officer. Job holders are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed.

JOB PURPOSE

To collect, analyse and report on information to maximise efficiency of the logistics operations and activities. 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Manage requirements of approx. 400 staff of the $50m third party manpower contract in coordination with outsource service provider and users of outsourced staff within the fleet.
  2. Develop best practices for an efficient Fleet Administration to facilitate fleet operation in Regional Office/Area Offices.
  3. Project the overall finance & budgetary requirements, track projected expenditures against actual and ensure that effective controlling mechanisms are in place and constantly monitored and adjusted in accordance to operational requirements.
  4. Support with the recruitment and management of the Logistics Staff (international and national) of the manpower third party contract. This includes drop zone coordinators, river and road convoy leaders and WH staff etc.
  5. Analyze the current staffing needs to efficiently manage the staff that will lead to cost savings through good management skills and contribute to effective Supply Chain Matrix reviews.
  6. Provide support to the field offices on staffing matters and ensuring TDYs are arranged when required. Coordinate field missions with field offices and support its apprentices for their travel arrangements.
  7. Develop, refine, draft and edit required regular reports, and assist in producing add hoc reports as per requested.  Prepare monthly reports on the costs relating to staff TDYs and mission related deployments.

8. Review staff outsource service contract and propose changes/amendments as necessary for best practices of fleet operation in consultation with the supervisor and participate in negotiation for renewal of the contract.

9. Provide oversight and supervision to all staff and ensure that the work is carried out to a satisfactory standard as required by the organization, including strict time-keeping and completion of timesheets.

10. Prepare time sheet and work closely with the Contracting unit and fleet unit to support on the staffing matters, timely payments and financial matters.

11. Plan and deliver an onboarding process which ensures new employees have a positive experience and are successfully integrated into their new role and the organisation.

12. Ensure all necessary paperwork and time-sheets are prepared and managed in a strategic manner. Ensure any deviation from the regular processes is fully documented and approved accordingly.

13. Observe and evaluate performance of staff outsource service provider and suggest/advise the service provider for improvement.

14. Deployed to the FOs as fleet supervisor to supervise and oversee fleet operations and prepare performance reports.

15. Keep track of Fleet trucks and SHERPs allocation to optimize the utilization capacity.

16. Continuously collect and collate valuable data or information relating to improvements required for Standardisation and Development purposes for Fleet Management and communicate this information to other staff in the Fleet Section.
