Efforts from WFP towards the 2030 Agenda need to influence the design of the national social protection programmes to yield high and significant impact on nutrition status and contribute to improved food security outcomes.
ORGANIZATIONAL CONTEXT
WFP Iraq Country Office is taking the lead in designing and implementing a social protection reform agenda for the Government of Iraq. The social protection portfolio covers a number of projects including evidence generation, resilience, school meals and digitalization. The role of the Country Office in social protection is very critical as most of the projects are of a pioneering nature within WFP. The flagship project, the single registry, is the largest ever project of its kind cross-functionally between the Programme and TEC unis. The multi-agency programming, along with several Government Ministries, aims to enhance WFP’s visibility and credibility for development programmes in general; and for social protection programmes in particular.
JOB PURPOSE
The WFP Iraq Country Office is seeking to fill the position of Programme Policy Officer for Social Protection & Safety Nets, at the P4 level, based in Baghdad. Reporting directly to the Country Director, the role will perform the following duties.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Lead and coordinate the technical works in relation to food security, social protection and safety nets in different operational settings including displacement, conflict and fragile shock-prone contexts.
2. Provide technical, programme and strategic guidance in the formulation of strategies and resource mobilization, and in the design and implementation of social protection projects, programmes and initiatives, including support to building a policy dialogue on social protection with the host Government and development partners.
3. Contribute to formulating programme policies and implementation plans related to social protection and safety nets in line with both organizational strategies and the practical realities of operating in the field.
4. Lead internal capacity building of WFP Iraq’s staff in the area of social protection through enhancing understanding of social protection concepts, strengthening the use of analysis to inform strategy, and enhancing Country Office capacity for social protection policy engagement.
5. Manage WFP’s joint programme on strengthening social protection in Iraq; and coordinate all capacity strengthening activities within WFP Iraq to ensure coherence and alignment with the social protection strategy.
6. Manage/oversee operational research and evidence building and lead the learning and wider knowledge dissemination on issues relevant to social protection.
7. Support the utilization of outcomes from WFP analysis to inform social protection programming, including bridging humanitarian assistance.
8. Foster the integration of social protection with other workstreams like school feeding, nutrition, cash-based transfers, emergency preparedness and response planning, and vulnerability analysis, including the use of different types of safety nets (cash, school feeding, public works), strengthening nutrition-sensitive and shock-responsive elements of social protection design, and enhancing the effectiveness of underlying delivery systems.
9. Facilitate the development of partnerships and support the Country Office engagement in broader policy dialogue on social protection with key actors (e.g., Government entities, UN agencies, World Bank).
10. Lead, motivate and develop a team of social protection experts to enable high performance.
11. Ensure the best use of assigned financial resources for the achievement of set objectives within a significant budget.
12. Incorporate gender perspectives in all areas of work, to ensure equal and meaningful participation of women and men.
13. Other relevant tasks as may be required
STANDARD MINIMUM QUALIFICATIONS
Education
- Advanced University degree in Social Sciences, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Public Administration/Policy or other fields relevant to international development assistance; or First University degree with two (2) additional years of fully relevant work experience from the minimum experience requirement
Experience
- At least eight (8) years (of which at least three (3) at international level) of postgraduate, progressively responsible, professional experience in the international humanitarian and development fields
- At least three (3) years of experience with national social protection systems in relation to food security, including in policy design, analysis and guidance
- Relevant operational experience in social protection and safety nets implementation in low and middle-income countries, including experience in managing or implementing cash transfer programmes, electronic payment systems for social assistance, or linking humanitarian assistance to national social protection and safety nets
- Experience in the development of interagency networks, partnerships, strategies and communications initiatives. Previous experience with international entities (for instance, UN Organizations and/or World Bank) would be an asset.
Knowledge & Skills:
- Strong interpersonal skills are one of the defining elements of this role.
- Strong business engagement and decision-making skills are also key for this position.
- Advanced understanding of the latest policy debates, theory, design and implementation issues of social protection and safety nets
- Knowledge of major humanitarian and development challenges and issues, specifical strategies for poverty and hunger reduction
- Knowledge of policy-making processes and the ability to distil operationally relevant recommendations/lessons for Government and other partners
- Understanding of donor policies, strategies and programme priorities in relation to development assistance, social protection and safety nets
- Strong capacity for analysis, learning, research and innovation
- Proficiency in MS Office (Word, Excel, Powerpoint)
- Effective action management to plan, coordinate and prioritize multiple tasks
- Strong strategic thinking with the ability to conceptualise value propositions in line with the interests and needs of stakeholders, and strong problem-solving skills
- Outstanding teamwork, leadership and interpersonal skills with the ability to work patiently and tactfully with people of different national and cultural backgrounds
- Ability to gain the assistance and cooperation of others in a team endeavour through technical leadership in a broad range of operational areas
Languages
- Fluency (level C) in both oral and written English is required.
- Fluency in Arabic (an official UN language) will be an advantage to more effectively operate within the local context.
- Intermediate knowledge (level B) of any other official UN language (Chinese, French, Russian, Spanish), and/or WFP’s working language (Portuguese).
TERMS AND CONDITIONS
The selected candidate will be employed on a fixed-term contract with a probationary period of one year. Mobility is and continues to be a core contractual requirement in WFP. These positions are rotational, which means that the incumbent shall be subject to the regular reassignment process unless the position is reclassified as non-rotational. Professional-level positions are rotational on a period of 2 to 4 years.
