Financed by the Sweden and co-funded and implemented by the United Nations Development Programme (UNDP), the Project for Improving Performance of Local Services (PIPLS) in Bosnia and Herzegovina (BiH) is a 3-year intervention in the domain of local governance. As part of the UNDP BiH’s Good Governance Sector’s portfolio, the PIPLS Project delivers targeted technical assistance to partner local authorities in improving their financial and asset management practices, as well as providing co-financing for the implementation of critical service delivery priorities. The intervention envisages three outcomes:
- Outcome 1: Partner local governments (LGs) improve service delivery through better management of the municipal asset portfolio.
- Outcome 2: Partner local and cantonal governments practice smart revenue and expenditure management, including through enhanced internal control and public procurement capacities.
- Outcome 3: Public service infrastructure in partner local communities upgraded.
The purpose of this assignment is to provide technical assistance and support to the PIPLS Project Team in developing the performance evaluation framework which will set out the performance benchmarks that partner local governments will be evaluated against.PIPLS Project Team, based on the performance benchmark results, will reward the best performers among the partner local governments and cantons. In total, up to 9 projects will be supported as prospective grant recipients and compete against a set of performance standards, developed to maximize partner commitment to obligations set out by the Project’s Outcomes 1 and 2. The Consultant for Performance Evaluation Framework (the Consultant) is expected to develop a methodology for evaluation of implemented project activities of partner local governments, taken to maximise the commitment to good governance practices, set out in relation to the first two outcomes of the project.For the purpose of easily tracking and recording the progress of LGs across the first two outcomes of the project, an evaluation matrix will be developed. Matrix will contain quantifiable targets, timetables as well as performance indicators. LG employees will be required to enter data into the matrix tool with external consultants providing verification assistance. The PIPLS Project Team will undertake regular evaluations of progress across all participating governments. This will entail reviewing data entered into the matrix, as well as review meetings with both leaders and LG employees to provide guidance on areas of improvement.
Duties and Responsibilities
The Consultant will perform the following tasks:Task 1: Conduct desk review of relevant project documentation and familiarise with the project framework and detailsUnder this task, the Consultant will:
- Review and get acquainted with Project document which outline the objectives, timeline and expected deliverables (to be provided by UNDP);
- Get acquainted with reports and materials prepared within the Project.
The estimated level of effort for this task is 3 expert days.
Task 2: Developing methodology for evaluation of implemented project activities
Under this Task, the Consultant will:
- Based on provided materials, define clear, objective and unified assessment criteria;
- Develop the matrix for easy tracking and recording the progress;
- Develop the detailed methodology for evaluation of implemented project activities;
If and when necessary, the Consultant may engage in direct discussion with the Project team, so as to obtain / provide clarifications.The estimated level of effort is 7 expert days.

Required Skills and Experience
Academic Qualifications/Education
- University degree in public development studies, public administration, economics, finance, social sciences or a related field.
- Advanced degree in any of the above areas will be considered a definite asset.
Experience
- Minimum 7 years of progressive experience in local development, strategic planning and/or strategy implementation primarily at local level in Bosnia and Herzegovina.
- Minimum 5 years of experience: in introduction of performance management systems at local governance level, in implementation of technical assistance in accordance with the performance evaluation gaps and targets set, and in indicator development and setting.
- Proven analytical skills and ability to conceptualise and write concisely and clearly.
Languages Requirements
- Excellent writing and oral communication skills in the official languages in Bosnia and Herzegovina and in English.
Other Requirements
- Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
Award Criteria:
- The consultancy will be awarded to the highest qualified applicant through the combination of technical qualifications and financial offer.
