Background:

According to the  "Action Plan for digitalization of management and development of digital infrastructure in the Kyrgyz Republic for 2022-2023” approved on January 12, 2022, the State Financial Intelligence Service (hereinafter referred to as SFIS) is actively working on introduction of modern digital technologies into its activities. 
The SFIS is a designated agency to fight against money laundering and terrorist financing in the Kyrgyz Republic. The main functions of the SFIS are to (i) collect suspicious transaction reports from accountable persons (financial and non-financial categories of persons), (ii) analyse the received information, and (iii) submit financial analysis reports to the relevant law enforcement agencies. In addition, the SFIS should collect additional information from both reporting entities and government databases, and exchange requests with third countries. All these functions are impossible without an appropriate information system that allows collecting, storing, analysing, visualizing and preparing reports on the financial analysis.
In addition to that, the SFIS needs to introduce a system of personnel records system, which should centrally contain all the personal files of the SFIS employees, ensure the formation of the necessary reporting forms and meet all the requirements to ensure information security.
Moreover, the SFIS should develop an appropriate electronic document management information system that allows registering, executing and coordinating all incoming and outgoing documents. Such system will reduce the execution time of internal processes associated with the registration, processing and approval of documents. 
The State Financial Intelligence Service seeks to engage the services of one system administrator who will carry out relevant activities envisaged for the development of information systems that allow (i) collecting, storing, analyzing, visualizing and preparing reports on the financial analysis, (ii) maintaining personnel records, and (iii) working in an electronic document management system. The work of the experts shall be directly supervised by the State Financial Intelligence Service and Economic and Environmental Department of the OSCE Programme Office in Bishkek.
 

Tasks and Responsibilities:
Under the overall supervision of the National Anti-Corruption Officer, the successful candidate will be tasked with the following duties:

  1. Knowledge of OS MS Windows, Linux (Ubuntu, CentOS) - installation, configuration, administration;
  2. Create dev environments;
  3. Create test environments;
  4. Create prod environments;
  5. Troubleshoot IT infrastructure;
  6. Administrate and install networks of various sizes, work with network equipment of many vendors (Cisco, MikroTik and others), as well as with software routers and firewalls (PFSense, Kerio Control);
  7. Solve incidents related to the efficiency of the network and network equipment;
  8. Ensure the smooth operation of server and network equipment;
  9. Monitor server and network equipment;
  10. Design and analysis of computing power to host information systems;
  11. Ensure backup of information systems.

Necessary Qualifications:

  • Higher education diploma in the field of Computer Science or related fields;
  • Relevant IT experience – at least 2 years;
  • Automation skills using scripts (bash);
  • Knowledge of network technologies: Firewall, VPN, DNS;
  • Administration skills of Nginx, PostgreSQL, MySQL, Jenkins, Gitlab, Atlassian Jira, Atlassian Confluence, Zimbra, Zabbix;
  • Experience in administering and using message brokers such as Kafka and Rabbitmq;
  • Experience in writing a Dockerfile, creating images and running Docker containers, as well as knowledge of the features of running applications in Docker containers;
  • Commissioning of new equipment (storage, SAN switches, servers, switches), followed by the organization of a fault-tolerant IT infrastructure;
  • Skills in working with virtualization systems VMware, Proxmox, Microsoft Hyper-v;
  • Experience with server and network equipment of world brands (HP, DELL, Fujitsu, Cisco, etc.);
  • Storage Area Networks (SANs);
  • Creative approach to problem solving;
  • Analytical mind, a systematic and proactive approach, responsibility, and ability to work both independently and in a team;
  • Skills of structured presentation of information and good communication skills;
  • Fluency in Russian and Kyrgyz;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
