Organizational Setting
The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.
The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information, as well as outreach and reporting.
The Quality Assurance Section (TCQAS) is responsible for the management of quality in TC process and policy development. It defines quality criteria, performance indicators and review mechanisms and facilitates their implementation, promotes results based management as an approach to quality, and prepares and delivers training and learning tools for IAEA staff and Member State personnel involved in the TC programme.
Main Purpose
Reporting to the Section Head (Quality Assurance), the Training Officer (TC) contributes to the design and implementation of training courses, and collects feedback and evaluative information on courses delivered. She/he uses own initiative and knowledge to contribute to conducting needs assessments and developing training plans. She/he works toward implementing the approved training plans, using available resources to achieve the training objectives.
Role
The Training Officer (TC) is\: (1) a trainer and training organizer, performing relevant training tasks as a member of a team; (2) a resource for the Section, taking part in various activities as required, such as quality assurance and continuous process improvement; and (3) a developer of need-based training and an evaluator of external and internal resource requirements.
Functions / Key Results Expected
- Contribute to the development of comprehensive training plans with concrete targets to address the training needs of staff in the Department of Technical Cooperation and personnel in Member States on TC related themes and management practices, incorporating lessons learned.
- Develop and conduct training activities, according to the training plan, either directly or by using internal or external resource persons/institutions, including the preparation of training and dissemination of material/packages for diverse audiences and the conduct of evaluations.
- Conduct regular training needs assessment in consultation with other divisions and Member States/counterparts to highlight relevant themes and areas on which to focus in future training.
- Develop and introduce new and innovative training approaches, for example, e-learning and/or other IT-based approaches.
- Contribute to the up-dating of training materials used in training delivery.
- Develop methods for and conduct evaluations of training activities and incorporate lessons learned into future planning.

Qualifications, Experience and Language skills
Bachelor's Degree - University degree, preferably in social sciences, human resources, quality management or business management.
At least five years of relevant experience in training organization and delivery.
Knowledge of and professional experience in Results-based Management and the Logical Framework Approach, preferably in the development sector.
Experience in the use of innovative training approaches and methodologies, and the evaluation of training activities.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62692 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 26644, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
