Regional Programme on Local Democracy in the Western Balkans 2 (ReLOaD2) is a continuation of the EU-UNDP partnership and previously supported initiative – ReLOaD1 implemented from 2017-2020. The programme continues to strengthen participatory democracies and the EU integration process in the Western Balkans (WB) by empowering civil society and youth to actively take part in decision making and by stimulating an enabling legal and financial environment for civil society. It is implemented in the WB region: Albania, Bosnia and Herzegovina (BiH), North Macedonia, Kosovo?, Montenegro, and Serbia. Working across the region, ReLOaD2 will enhance capacities of local governments and civil society organizations (CSO) to engage in productive partnerships and contribute to improved service delivery and realisation of local priorities in line with development strategies. The project in BiH selected 13 partner local governments (LGs)  and will focus on strengthening the partnership between LGs and CSOs. It will incite partner LG to improve public funding for CSO in a transparent and development-oriented manner, recognising local needs and embracing a project-based approach. Also, the project will promote youth engagement and support implementation of youth initiatives and will work on improvement of their economic perspectives in partner localities.

The total budget of the ReLOaD2 for BiH is EUR 3.69 million and project is implemented from January 2021 until December 2024.

The purpose of this assignment is to enhance capacities of grassroot CSOs to design and implement projects and enhance local service provision.The objective of the assignment is to deliver trainings in Project Cycle Management (PCM) and offer mentoring services to CSOs as preparation for public calls for CSOs organized under the ReLOaD2 project. A two-day training will cover entire PCM cycle with focus on project proposal preparation and requirements of the public calls for CSOs. The trainings will be delivered in two localities in BiH (Istocno Sarajevo and Prozor-Rama) and will help CSOs to better address priorities of the public call for CSOs. In addition, through mentoring CSOs will further elevate skills for better project proposal preparation. Mentoring will provide further explanations of the specific requirements of the public call and will assist CSOs to better prepare their project proposals. Participants are expected to increase skills and techniques that are essential for them to successfully compete in the public call for CSO project proposals.

Duties and Responsibilities

The incumbent (hereinafter Consultant) is expected to adjust existing training curricula, deliver two PCM trainings to CSOs in Istocno Sarajevo and Prozor-Rama, and support interested CSO through mentoring sessions. It is estimated that the trainings will take place in March 2022 with duration of two days in each locality. In addition, the consultant is expected to provide mentoring services to interested CSOs during public calls on specific questions raised by CSOs with duration of three days in each locality. Mentoring sessions will be organized in-person . This service will take place during March-April 2022, during the period when the anticipated public call will be open. Timeline and locations may be subject to change depending on the ReLOaD2 workplan.

The consultant will be expected to perform the following tasks:

  • Task 1. Review and adjustment of the existing training curricula and preparation for the training,
  • Task 2. Training delivery,
  • Task 3. Mentoring to CSOs,
  • Task 4. Reporting.

Task 1.  Review of the relevant documents and preparation for the trainingThe consultant will review the existing PCM training curricula for CSOs provided by the project and adjust it to specific needs of the ReLOaD2 project. This will also include all relevant supporting materials (agenda, presentations, handouts, reference materials and pre/post-training tests and evaluation forms). Beside the technical modifications, the consultant is also required to adjust a case study and group exercises materials that will be incorporated into the training materials. All materials will be approved by the UNDP ReLOaD2 project prior to the training execution.

The estimated level of effort for this task is 1 expert day.

Task 2: Training deliveryThe consultant will deliver two PCM trainings (each lasting two days) for CSOs in Istocno Sarajevo and Prozor-Rama. The envisaged number of trainees per training is between 15 and 20. Training delivery should be interactive, encouraging participants to engage, ask questions and discuss. Training should provide participants with the relevant knowledge, skills and values that allow them to design project ideas to the effective implementation of the projects that are in line with principles and criteria of the public call for CSOs.Following the delivery, the consultant will conduct an evaluation (covering contents, trainer and methods applied and pre/post training tests). The venue and logistics for the training will be organised by the ReLOaD2 project. In case of COVID19 lockdown and/or movement or gathering restriction imposed by authorities, training might be organised in online format using adequate platforms (ZOOM or similar). ReLOaD2 project will secure technical preconditions for such event in line with needs and in close cooperation with selected trainer.

The estimated level of effort for this task is 4 days.

Task 3: Mentoring to CSOsThe consultant will provide post training support to all trainees/CSO representatives in line with their interest and needs, with the aim to better prepare them to answer to the public calls. The mentoring sessions will be organized in-person and the consultant will maintain record of all CSO inquires and responses as evidence of the services provided. In case of COVID19 lockdown and/or movement or gathering restriction imposed by authorities, mentoring might be organised in online format using adequate platforms (ZOOM or similar). ReLOaD2 project will secure technical preconditions for such event in line with needs and in close cooperation with selected trainer. Reports with this data and FAQs will be submitted to the ReLOaD2 project on weekly basis (reports will be in official languages of Bosnia and Herzegovina).

The estimated level of effort for this task is 6 days.

Task 4. ReportingThe consultant will prepare a final report encompassing Tasks 1, 2 and 3. In that regard the training report will include, but will not be limited to: training goals and results achieved, number of trainees, analysis of pre-and post-training knowledge, lessons learned and recommendations, training performance evaluation, record of frequently asked questions, etc. All data presented should be gender segregated. As for the mentoring the report will include but will not be limited to number of answers, frequency and the list of FAQ.The draft report should be submitted to ReLOaD2 project team in English language (MS Word electronic version). The final version of the report must take into consideration all comments provided by the project and secure the final approval by ReLOaD team.The estimated level of effort for this task is 1 day.

Required Skills and Experience

Academic Qualifications/Education

  • University degree in public administration, economics, law, social-sciences or related field. Advanced degree will be considered as an asset. Valid trainer certificate from renowned institution in the field of PCM will be considered an asset.

Experience

  • At least 5 years work experience in the field of local development planning and project management (PCM) in Bosnia and Herzegovina.
  • Previous experience in provision of technical assistance and training is required.
  • Previous experience in capacity development of Civil Society Organizations in the area of local governance, local development, public participation and public scrutiny is required.
  • Excellent communication and group-facilitation skills.
  • Specific knowledge of the LOD methodology is considered an asset.
  • Previous experience with UNDP is an asset.

Languages Requirements

  • Excellent writing and oral communication skills in official languages in BiH.

Other Requirements

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
