Mission and objectives

UNAMA was established in 2002 as a Political/ Peacebuilding Mission, exceptionally) directed and supported by the UN Department of Peacekeeping Operations (DPKO).

Context

Unanimously adopting resolution 2596 (2021), the 15-member Council decided to extend the Mission’s mandate until 17 March 2022. UNAMA’s current mandate comprises the following priorities: the provision of good offices; support for the organization of future elections; strengthening capacity in the protection and promotion of human rights including the protection of children affected by armed conflict and prevention of child recruitment; support for gender equality and women’s and girls’ empowerment; the coordination and facilitation of humanitarian assistance; and support for Afghanistan’s development and governance priorities, including the rule of law, transitional justice as an essential component of the ongoing peace process, budget execution and the fight against corruption throughout the country; The Security Council also recognized that the renewed mandate of UNAMA is in support of Afghanistan’s full assumption of leadership and ownership in the security, governance and development areas, consistent with the Transformation Decade (2015– 2024) and with the understandings reached between Afghanistan and the international community in the international conferences in Kabul (2010), London (2010 and 2014), Bonn (2011), Tokyo (2012), and Brussels (2016), and the NATO Summits held in Lisbon (2010), Chicago (2012), Wales (2014), Warsaw (2016) and Brussels (2017), Kabul (2018) and Geneva (2018 & 2020). The United Nations has been involved in the region since 1946 when Afghanistan joined the United Nations as a member state of the Organization. * 3 months is extendable to up to 4 years subject to conditions, extension of the mandate and availability of funding.

Task description

Under the direct supervision of and Chief, Engineering and Facility Maintenance Section through Electromechanical unit head, the UN Volunteer will undertake the following tasks: • Apply commonly used calculations, standard practices and precedents for designing & installation of HVAC system, Duct distribution, control mechanism, panel boards and calibrating Heating/Cooling equipment. • Install, commission & maintain air-conditioning equipment/system, i.e. window, split, VRF and central plants system, water boilers, Air circulation/ventilation system and their controls. • Services, maintenance, and repair of domestic and commercial refrigerators refrigerated transport containers walk-in cold store/freezer units. • Installation, maintenance, and repair of commercial kitchen equipment, kitchen hood etc. • Evaluates stock levels of HVAC consumable items and advises the Unit/Section Chief and/or Technical units for requirements surplus quantities of HVAC assets and related spare parts to ensure adequate stock are maintained to meet the operational requirements of the Mission; • Keep & maintain the HVAC equipment records, update asset list and monthly report to unit supervisor. • Carry out administrative duties i.e. weekly reports, fault reports, gate passes and repair estimate reports. Estimate cost of repairs of damaged equipment, appliances or systems and/or suggest for write off if beyond repair. • Provide technical support to outsourced team of HVAC technician and repair crew for installations, troubleshooting, and repair of equipment and appliances. • Liaise with other engineering personnel in the mission and mission logisticians to resolve challenges through teamwork. • Coordinate with the other technical units to ensure correct and proper accountability and maintenance of HVAC equipment/System. • Prepares reports as required and performs any other duties related to electromechanical unit requested by Unit/Section Chief. • Capacity building and knowledge sharing as part of continuous learning process for all counterparts. • UNV will develop and implement a Capacity building/mentoring/coaching and formal on-thejob training programme for national staff within the electromechanical unit. • Perform other related duties as assigned by the supervisor.
