Mission and objectives

UNDP works in 170 countries and territories to eradicate poverty while protecting the planet. We help countries develop strong policies, skills, partnerships and institutions so they can sustain their progress The primary and overarching objective of United Nations Development Programme in Kenya is the eradication of poverty in the context of sustainable development, including the pursuit of the Sustainable Development Goals, and promotion of United Nations fundamental principles. A core dimension to the work of UNDP in Kenya is on Democratic Governance given the national focus on governance reforms. UNDP supports the country’s efforts towards achieving the Vision 2030 Political Pillar, which envisions a democratic system that is issue-based, people-centered, results oriented and accountable to the public. This Political Pillar gears to transform the country’s political governance across five strategic areas; The Rule of Law, Electoral and Political Processes, Democracy and Public Service Delivery, Transparency and Accountability, Security Peace Building and Conflict Management. These strategic areas are anchored in the Constitution, promulgated in August 2010 marking a major milestone in the democratic journey of Kenya and set a new threshold in terms of people-centred development.

Context

One of the main outcomes of the GreYAP project is the provision of catalytic funding to launch the UNDP Youth Sounding Board. In October 2020, UNDP Kenya launched the UNDP Youth Sounding Board (YSB), a multi-stakeholder all-inclusive platform of engaging directly with a small but highly representative and diverse panel of young women and men leaders, influential youth voices and representatives of institutions key to the implementation of youth development agenda in Kenya, product of consultations between UNDP and Ministry of ICT and Youth Affairs and modeled around similar initiatives by the United Nations System elsewhere. The Youth Sounding Board strives to embrace diversity as a critical mechanism to ensure that different opinions are brought to the table and that issues affecting young people, as well as their aspirations, are well represented for integrated solutions. The Board has pre-selected representatives and is co-chaired between UNDP and the Chief Administrative Secretary Ministry of ICT, Innovation and Youth Affairs. The YSB members come from diverse sectors and backgrounds and represent various institutions like: Council of Governors, National Youth Council, Kenya Private Sector Alliance, UNICEF, UNFPA and FAO. The four core elements of the YSB Work Plan involve the following: i. Advocacy, Communication and Engagement ii. Influencing UNDP Programming from Project Design to Implementation iii. Linkages to relevant ecosystems within the youth-serving space iv. Enhanced leadership skills and development for transformational youth leadership UNDP is therefore seeking to hire a National UNV as a Project Coordinator to coordinate the implementation of the YSB Work Plan.

Task description

Under the direct supervision of the Project Analyst (Inclusive Growth) - Green Economy Youth Activation Programme, and working closely with the UNDP Youth Working Group, the UN Volunteer will undertake the following tasks: • Prepare and implement the YSB work plan and ensure that the programmatic, procurement and financial reporting follows UNDP guidelines. • Organise and participate in youth engagement activities with diverse stakeholders to facilitate efficient advocacy, communication, and engagement of the YSB with relevant youth demographics. • Support partnership and resource mobilization efforts to scale the activities of the YSB. • Facilitate logistics and consultations on technical outputs and activities as per the work-plan of the YSB. • Coordinate intra and inter agency and government consultations on implementation of youth empowerment activities under the YSB as well as the broader scope of the UNDP Youth Working Group, UN Inter-Agency Youth Working Group and Generation Unlimited to enhance programme impact on youth. • Develop visualization and visual information products (info graphics, fact sheets etc) to support programme planning, monitoring, reporting, and decision making and provide value-added dissemination. • Support the mapping of the youth ecosystem, partners, and stakeholders in Kenya for initiatives and services related to the YSB work plan and youth development as a whole. • Contribute to planning and implementation of YSB activities including coordination across UNDP projects and programmes. • Support in development of YSB knowledge products (blogs, articles, newsletters, reports etc). • Provide other support and assistance as required. Results/Expected Outputs • Effective support for YSB activities including but not limited to the 4 core elements of the work plan. • Monthly progress reports on YSB Work Plan implementation. • Develop monthly knowledge product on the progress of the YSB for wide dissemination with relevant stakeholders. • Strengthened partnerships and operationalisation of the YSB as a platform for meaningful youth engagement at a UNDP programmatic level for increased youth development and empowerment in Kenya.
