1.Purpose of the Post:
To serve as focal point for the coordination of all field security and safety matters for WHO operations in the assigned duty station.
2.Objectives of the Programme and of the immediate unit or field activity (Overview of the programme):
Design and Implement appropriate policies and procedures to safeguard the security and safety of staff members, their eligible dependents, and enable secured environment for WHO Programmes implementation in the respective country of assignment.

Under the general guidance of the WHO Representative with the technical oversight from AFRO Regional Securiy Officer, in coordination with the local UNDSS and Agencies Security Advisers, the incumbent will serve as the Field Security Officer for WHO operations. The incumbent is expected to provide appropriate technical advice to the respective WHO Representative, develop and implement security policies and strategies in order to enable WHO operations, especially the Health Emergency Programs and Response in the duty station.
4.Summary of Assigned Duties (Describe what the incumbent must do to achieve main objectives; include main achievements expected):
1)Advise the WHO Representative in the execution of his duties with regard to the safety and security of WHO personnel and eligible family members, premises, and in accordance with UN and WHO Security Management Systems.
2)Advise the WHO Representatives in the implementation of the Health Emergency Programs and Response with regard to maintaining the safety and security of WHO personnel and implementing partners, premises and assets in accordance with UN and WHO Security Management Systems.
3)Participate, coordinate and/or undertake security risk assessment in the Emergency Preparedness and Response (EPR) delivery locations, facilitate the implementation of mitigating measures.
4)Prepare Contingency Plans and Standard Operating Procedures (SOPs), and aggressively implement security measures; and ensure staff members are familiar and adhere with the related guidelines.
5)Monitor the security situation across the country of assignment and provide the WHO Representative, with independent analysis of emerging security threats to WHO personnel, implementing partners, premises and assets.
6)Conduct training/briefing on radio communication procedures, convoy procedures, security and evacuation procedures and other security issues and precautions to be taken;
7)Conduct specific security briefings to all staff traveling or assigned to the field or on mission;
8)Maintain updated security information, prepare periodical situation reports ensuring that the WHO Representative and the UNDSS are kept regularly informed of the security situation;
9)Provide advice on technical security requirements contained in the Security Plan, Security Risk Management (SRM) measures, Residential Security Measures (RSM), and Standard Operating Procedures (SOPs), and monitor their implementation; and ensure that the field offices have an acceptable level of Minimum Operating Security Stanndards (MOSS) compliance.
10)Establish contact and maintain networks with all United Nations Security Management System/Non-Government Organisations (UNSMS/NGOs)’ Security Specialists and relevant local authorities as appropriate.
11)Ensure that security collaboration with NGOs that are working as WHO implementing partners is undertaken, in coordination with UNDSS, and using the Save Life Together Policy as a framework.

-Relevant military or police training, direct field experience in an internantional context such as UN system organization field operations, UN peacekeeping operations;
-Knowledge of UN security management system;
-Proven analytical skills;
-Investigation background would be an asset.
7.Education (Qualifications):
Essential: University degree in public or business administration, social or political sciences, international relations, government or law.
8.Experience:
Essential: 5 years relevant professional experience at both national and international level within governmental and corporate agencies and/or relevant military or police service.
9.Languages:
Essential: Excellent knowledge of English or French with a good working knowledge of the other.
Desirable: Knowledge of other official languages or local languages would be an asset.
10.Other Skills (e.g. IT):
Excellent computer skills (Word, Excel, Power Point, and database processing).
