Overview

The position is assigned in the Investigations Division (AIID) within the Office of Anticorruption and Integrity (OAI). OAI leads the integrity initiatives of ADB through the conduct of investigations of allegations of integrity violations or other misconduct (including bullying and harassment), proactive integrity reviews, integrity due diligence, and knowledge-sharing with ADB’s stakeholders. In addition, OAI implements ADB’s tax integrity policy at country and project levels.
The AIID serves as the initial point of contact for all allegations of integrity violations as defined by ADB pursuant to its anticorruption policy, in any ADB-related activity by staff or third parties. AIID conducts independent and objective investigations of suspected integrity violations and misconduct, reports investigative findings in accordance with ADB’s Integrity Principles and Guidelines, ADB’s Code of Conduct, and relevant administrative orders, guidelines and procedures, and as appropriate, recommend measures to address the investigative findings.

Job Purpose
The Investigation Specialist (Workplace Conduct) is responsible for reviewing and investigating complaints and allegations of staff misconduct, including workplace bullying, harassment, sexual harassment and retaliation. The incumbent may be tasked with investigating allegations of fraud and corruption associated with ADB’s operations.
The incumbent will report to Director, AIID and will supervise National and Administrative Staff.
Responsibilities
a. Investigations
- Investigates allegations of staff misconduct under ADB’s Code of Conduct, especially in relation to bullying, harassment, sexual harassment and retaliation, including the following:
- Reviews and assesses complaint findings prepared by OAI’s complaints assessment team and formulates detailed investigation plans and strategies;
- Conducts complainant, witness, and subject interviews; obtains and analyzes exculpatory and inculpatory evidence;
- Reviews and analyzes all reliable and relevant information;
- Makes objective credible investigative findings;
- Prepares and edits investigative reports and supporting documentation to the highest standards of quality, thoroughness, accuracy, timeliness, and objectivity.
- Manages OAI’s outsider retainers and other OAI staff when a team approach to investigations is employed.
- Investigates, or assists with the investigation of, allegations of fraud and corruption associated with ADB operations.
- Shares the impacts and outcomes of investigations with colleagues of the Office of Professional Conduct and Budget, People and Management Systems Department.
- Contributes to recommending policies, processes, and procedures to improve OAI’s investigative methodologies to Director, OAI
b. Knowledge Management
- Monitors and reports on OAI investigations, independently as required; includes but not limited to maintaining full and complete records on OAI’s investigative data retention system.
- Identifies training material for use as case studies within OAI and for external awareness-raising activities.
- Conducts seminars and workshops, makes presentations, and facilitates meetings to foster an understanding of ADB's policy requirements, taking into account lessons learned from investigations.
- Builds partnerships and liaises with other staff and departments to ensure maximum institutional effectiveness and impact from OAI's efforts and deliverables.
c. Staff Supervision
- Provides leadership and support to reporting staff.
- Supervises the performance of reporting staff, provides clear direction and regular monitoring and feedback on performance.
- Provides guidance and counsel to other OAI staff on internal investigations and related matters. Peer reviews OAI work product, including investigation reports.
- Ensures the on-going learning and development of reporting staff.
d. Others
- Performs other tasks as assigned and reflected in the incumbent’s workplan.
Qualifications
Relevant Experience & Requirements
- Master’s degree or equivalent, in ethics law, corporate governance, human resources, criminal justice, law enforcement, behavioral psychology or related fields; University degree and at least 5 years specialized experience relevant to the position can be considered.
- At least 8 years of relevant professional work experience demonstrating progression of responsibilities; and international experience working in several countries.
- Demonstrated leadership in professional work directly relevant to the position.
- Prior experience of investigating or managing investigations into allegations of bullying, harassment, sexual harassment and/or retaliation in the workplace.
- Previous experience of conducting administrative investigations with an international organization or a national development agency is an advantage.
- Excellent oral and written communication skills in English, including the ability to clearly and concisely prepare, present, discuss and defend issues, findings, and recommendations at senior levels and to produce complex and compelling briefs, reports, papers, etc.
- Strong emotional intelligence with excellent interpersonal skills, and the ability to exercise sound and independent judgment, prudence and maturity in complex and sensitive cases.
- Ability to work with discretion in handling sensitive and confidential matters.
- International experience working in several countries, with diverse groups and issues.

The selected candidate, if new to ADB, is appointed for an initial term of three years.
