Sri Lanka: Provincial Adaptation Planning Consultant (Central, Uva)

The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development in developing and emerging countries including the least developed countries. GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as “green growth”. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion.

In Sri Lanka, GGGI is working under the guidance of, and in close collaboration with the Ministry of Environment (MoE). The Ministry of Environment through the Climate Change Secretariat (CCS), as the National Designated Authority (NDA), nominated GGGI to be its delivery partner for the implementation of the Green Climate Fund (GCF) supported National Adaptation Plan (NAP) Readiness Support Project “Strengthen the Process and Capacity of the Implementation of National Adaptation Plan of Sri Lanka”. The Project is aimed at building resilience of the most vulnerable sectors and communities in Sri Lanka to adverse effects of climate change by strengthening the country’s capacity and system to implement the National Adaptation Plan. GGGI as the project delivery partner, in close collaboration with the NDA, will implement the project, and among others, will guide, monitor, and supervise the implementation of the work by the consultants/vendors based on GGGI standard of implementation/monitoring procedures.

BACKGROUND

Sri Lanka, as an island and developing nation, is highly vulnerable to the adverse effects of climate change. Occurrences of natural disasters due to extreme weather conditions such as prolonged droughts, flash floods and landslides deprive lives and livelihoods of people. Building resilience of vulnerable communities and ecosystems over climate change effects within a broader framework of sustainable development remains the country’s priority. Thus, in line with broad set of guidelines set forth by the United Nations Framework Convention on Climate Change (UNFCCC) for the development of national adaptation plans to build resilience, the country prepared the National Adaptation Plan for Climate Change Impacts in Sri Lanka (NAP) 2016-2025.

The NAP covers adaptation needs at two levels; adaptation needs of vulnerable sectors and cross-cutting national needs of adaptation. Nine vulnerable sectors have been recognized to improve resilience: food security, water, coastal, health, human settlements, biodiversity, tourism and recreation, export development, and industry-energy-transportation. The NAP 2016-2025 identifies adaptation needs of these vulnerable sectors based on projections, vulnerabilities, impacts and socio-economic outcomes. Adaptation needs and actions constitute adaptation options supported by responsible agencies and key performance indicators. Together, these constitute action plans for vulnerable sectors.

An integrated approach is needed to mainstream climate change adaptations into national plans, while it further requires interventions to prepare sub-national adaptation plans to improve the climate resilience of Sri Lanka’s economy and its people. Development of a Provincial Adaptation Plan (PAP) for each Province will be key to enhance the climate resilience at sub-national level.

The NAP Readiness Support Project will develop 9 PAPs that are unique to each province in the country. The Project will recruit 05 Provincial Adaptation Consultants; (1) Northern & Eastern, (2) Central & Uva, (3) Sothern & Western, (4) North Central & Wayamba and, (5) Sabaragamuwa, to support the PAP development.

SCOPE OF WORK

The “Provincial Adaptation Planning Consultant – Central & Uva” will support the development of two Provincial Adaptation Plans: (1) Central Provincial Adaptation Plan and (2) Uva Provincial Adaptation Plan. These two PAPs will be strong bases for design and implementation of adaptation interventions and projects for the two Provinces.

This shall be done through:

    • Gathering relevant information including reports and other publications by scientific and research institutions, universities, international and national organizations, forums, experts at the provincial level and undertake initial review of provincial development statutes, policies, strategies, plans and allocations available in official languages, as inputs to the development of the provincial adaptation plans;
    • Facilitating stakeholder engagement and consultations at the provincial level in close coordination with CCS, GGGI and the Firms for Capacity Building (FCB) hired by the Project;
    • Providing technical and logistical coordination in provincial level capacity building activities;
    • Providing inputs to develop provincial adaptation proposals for GCF investments.

DUTIES AND RESPONSIBILITIES

The consultant shall collaborate with GGGI staff, national and international consultants hired under the guidance of the NAP Team Leader to deliver collective outputs of the project detailed below.

The assignment shall involve the consultant engaging in all 09 sectors as stated in the NAP 2016-2025, depicting the key vulnerable sectors to climate change; agriculture and fisheries, biodiversity, and ecosystem services, water, health, urban development, human settlements and economic infrastructure. Close coordination with the National Specialist on Gender Equality and Social Inclusion of the project is encouraged to improve the incorporation of these aspects and inclusion of crosscutting themes across the provincial adaptation plans.

The consultant shall collate and review all relevant secondary information required to draft the provincial level adaptation plans. This would also include material available in local languages. The consultant shall also keep record and report on all relevant primary information gathered during stakeholder engagements and consultations that is important to incorporate/take on board in the provincial level adaptation plans. The consultant shall work closely with the Principal Investment Specialist (international) of the Project in providing data, information and their validations to develop two provincial level adaptation concept proposals covering the Central & Uva Provinces, for GCF or other appropriate investments. Further in close liaison, the consultant is required to extend support to the Conservation Planning Consultant (national) to develop conservation programs for climate vulnerable religious, cultural and archaeological assets in both provinces. Coordination and inputs to Disaster and Hazard Mapping Consultant (national) in the preparation and validation of vulnerability maps for crop varieties and contribution to the identification of provincial level research priorities by Climate Change Research Consultant (national) are also expected from the Provincial Adaptation Planning Consultant. The consultant shall also liaise with the Sector Specialists as appropriate when developing a set of sectoral recommendations to integrate climate change adaptation in provincial development policies. Also, liaison is required with the Senior Fund and Business Development Officer for inputs for the project to develop provincial adaptation proposals for GCF investments.

The Consultant will play a key role in the establishment of the two Provincial Climate Units (PCU) and Provincial Climate Cells (PCC) in Central & Uva Provinces and collating relevant information to monitor their operationalizations.

QUALIFICATIONS
    • Minimum 5 years of relevant experience in the national and sub-national context with an advanced university degree (Master's degree or equivalent) in environmental science, engineering, geography, social sciences, governance, or any other pertinent degree or area directly related to this project scope;
    • Demonstrated past working experience in climate change and government stakeholder engagement at a provincial level and an appreciation of key concepts in local governance/climate change is highly desirable;
    • Experience in undertaking research and report writing in an area directly related to this project scope;
    • Ability to work/deliver independently with minimal supervision;
    • Good interpersonal skills, ability to work collaboratively with colleagues from diverse cultural backgrounds;
    • Excellent English communication skills in the field of local governance, climate change adaptations, or related areas;
    • Ability to clearly communicate in English (both written and spoken) as well as national languages used in the province/s is required;
    • Proficiency in standard Microsoft Office;
    • Experience in International Organizations, development agencies, government, private sector or non-profit sector.
