Organisational Context
The Court Management Section (CMS) is in the Division of Judicial Services within the Registry. CMS has the Registry's delegated responsibility to provide support to core processes of the Court's judicial proceedings, in particular for the court operations and judicial information management. This includes (i.a) representing the Registrar during the court proceedings, supporting the current court applications and keeping a full and accurate record of all proceedings before the Chamber.
Furthermore the Section is responsible for the receipt, processing and distribution of the official court filings, production of transcripts and the audio-visual recording of the proceedings. Additionally, CMS, is the Registry's designated custodian of the record of proceedings and is therefore responsible for the management of judicial records and information, both in original form as well as in their electronic format.

 

Duties and Responsibilities
Under the supervision of the Head of Judicial Operations Unit and the overall guidance of the Chief of the Court Management Section, the incumbent will perform the following duties :
Produce transcripts for hearings: Produces verbatim real-time transcripts with simultaneous editing if necessary, with a minimum accuracy rate of 95% using specialized computer-aided transcription software.
Produce the edited version within approximately 2 hours at the end of hearing by proofreading all transcripts against the audio-visual recording, transcript style and practices, policies. The final edited transcript must accurately reflect the audio recording, the court reporters guarantee that it accurately reflects the audio recording of the proceedings, which constitutes the authoritative record.
Research correct spellings of place names, names of people, expert terminology and others as they arise and enter into dictionaries.
Taking into account the existing rules and procedures, provide recommendations with regards to policies and new processes improving the workflows and the interactions with other actors, in order to render the work processes more efficient and productive, and to solve existing problems.
Upon request of other Registry Sections/Units, provide court reporting services to other activities than court proceedings.
Upon request of other international Courts and Organizations, provide court reporting services that meet the high international standards.
Perform any other duties as assigned by the supervisor.

 

Essential Qualifications
Education:
Post-secondary court reporting course with an electronic stenotype, with a speed higher or equal to 190 words per minute is required. 
An “Attestation d’études collégiales en sténographie judiciaire” and/or a “Certificat de compétence” as an official court reporter issued by the Committee on court reporting of Quebec bar is required OR A “Diplôme de sténotypiste de conference” and/or a professional booklet with successfully passed speeds is required.

 

Experience:
A minimum of eight years of practical experience in the court reporting profession of which at least two years of real-time court-reporting or real-time captioning is required. 
A minimum of two years of practical experience with an advanced university degree in a relevant area to the subject function, such as French Language and Literature, History, Philosophy, Law, Political Science, Speech or Communication Sciences or another related field, a minimum of two years (or four years with a first level university degree is required.
Experience of working in an international and/or judicial environment is an asset.
Experience as editor/scopist of real-time transcripts in a judicial environment is highly desirable.

 

Knowledge, Skills and Abilities:
Ability to use electronic stenotype equipment and computer-aided transcribing software.
Ability to use transcribing equipment and specialized software.
Ability to provide and receive clear information and/or instructions, as well as work under pressure, maintain a high level of speed and accuracy, alertness and concentration; good hearing skills.
Excellent grammar and editing skills, familiarity with legal, Latin and technical terminology.
Ability to search through records repository of filings, evidence, transcripts and audio- visual recordings and to retrieve information independently.

 

Knowledge of Languages:
Mother tongue proficiency in French. Knowledge of English or of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
