OBJECTIVES OF THE PROGRAMME

The Division of Data, Analytics and Delivery for Impact supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in Member States. Its goal is to build capacity in member states to monitor the health of their populations and the impact of health interventions and to promote evidence informed policy decisions. The monitoring of WHO's General Programme of Work 13 2019-2023 (GPW 13) Impact Framework is also a key function.

The Department of Data and Analytics is responsible for monitoring progress on the GPW 13, strengthening country health information, data generation and evidence creation in collaboration with partners and addresses critical data gaps for priority health topics. It also serves as Division focal point for collaboration with other departments about primary data generation efforts and analysis. It undertakes analysis of health trends and determinants.The WHO has undertaken multi-country studies to obtain reliable and valid data related to measures of population health, risk factors, coverage, responsiveness of health systems and social capital. The scope of these multi-country studies has been expanded to include special population groups such as older adults and health examination and longitudinal cohort studies. The programme will continue to develop state-of-the art methods to measure health and health related outcomes and their determinants in order to provide the best available comparable evidence for health policy.

DESCRIPTION OF DUTIES

Support DDI's efforts to improve the measurement of health outcomes and their determinants with regard to the monitoring of the GPW 13 impact framework, UHC and the Sustainable Development Goals (SDGs).

Populate and maintain a Question Bank, which will be a central repository of indicators, classifications, concepts and questions, and reference materials.

Support data collation, editing and weighting of data sets from multi-country studies programme.

Documentation of meta/micro data from multi-country studies programme using NADA Analyze data from the multi-country studies to provide ongoing quantitative feedback to sites with regard to data quality and perform substantive analysis on health and health related outcomes in this population.

Prepare substantive analytical reports of health and health-related outcomes and their determinants to provide the evidence to inform policy.

Provide support to country partners in data management and develop capacity for data analysis among country partners.

Analyze data sets for inter-country comparisons of health and health-related outcomes across different sub-populations.

Participate in training and data analysis workshops for countries participating in studies being coordinated by the team.

Prepare relevant training and workshop materials in co-ordination with other team members, prepare articles, manuscripts and presentations, with priority on projects mentioned above for information sharing, scientific conferences and peer-reviewed journals.

Support data visualization using data from multi-country studies programme Perform other duties as required by the supervisor

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree related to statistics, demography, data science or computer science.
Desirable: An advanced university degree related to statistics, demography, data science or computer science.

Experience

Essential: At least five years recent hands-on experience in analysis of data on population health with at least 2 years' experience at the international level, preferably within WHO and/or other UN agency; experience of working with large-scale population health survey data; experience in writing technical reports and papers and clear understanding of research methods and demography / statistical principles; experience of participating in workshop development and implementation at national/international level.
Desirable: Demonstrated experience in quantitative analyses of health and health related outcomes and their determinants in household surveys, administrative data sources, censuses,etc.; experience in survey and questionnaire design, testing, implementation and quality control; work and training experience in low or middle income countries; familiarity with WHO policies, strategies and activities related to measurement of health outcomes and determinants of health. Experience within WHO or another UN international organization.

Skills

Demonstrated experience in data analysis of a range of data sources on population health. Proficient in STATA and R. Ability to work independently with minimum supervision. Ability to work in a flexible manner under pressure to meet deadlines. Ability to work in a collaborative and respectful manner. Clear understanding of implementation methods and implementation science where applicable.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4326 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
