Introduction

The International Labour Organization (ILO) will implement the Project “Building a Comprehensive Government Approach to Combating Child Labor and Forced Labor in Mexico”, a US$ 13,000,000 effort that will work to address child labor and forced labor in the migration context at the federal, state and local level with specific and direct interventions in the Southern states of Chiapas, Yucatán, and Quintana Roo, as well as regional interventions that include Belize, El Salvador, Honduras and Guatemala. This project is part of USA President Biden´s Executive Order to address the root causes of migration in Central America.

The project will support Mexico to advance its commitments as an Alliance 8.7 Pathfinder Country aiming to by accelerate actions to achieve Sustainable Development Goals (SDG) Target 8.7 that calls for countries to 8.7 Take immediate and effective measures to eradicate forced labour, end modern slavery and human trafficking and secure the prohibition and elimination of the worst forms of child labour, including recruitment and use of child soldiers, and by 2025 end child labour in all its forms. The Alliance 8.7 is an inclusive global partnership initiative launched during the UN General Assembly in September 2016. Its main objective is to assist all UN member states and other partners in their efforts to achieve SDG Target 8.7.  As an Alliance 8.7 Pathfinder country, and with the contributions of the three orders of government (executive, legislative, and judicial), Mexico has adopted a Road Map that establishes 10 priority actions to eradicate child labor, forced labor and human trafficking. The project will provide support to implement the Road Map. Mexico is also member and co-chair of the advisory board of the Global Initiative for Fair Recruitment that aims, amongst others, to prevent forced labor. The project will support Mexico to promote Fair Recruitment practices nationally. Moreover, the project will strengthen Mexico´s role in the Regional Initiative for Latin America and the Caribbean Free of Child Labor (RILAC), a regional platform that coordinates closely with Alliance 8.7. To date, the RILAC has showed significant results in the region, including the creation of a South-South and Triangular Cooperation mechanism and the development and implementation of the Child Labor Risk Identification Model (CLRISK). The RILAC has represented an important platform to foster partnerships, innovation, coordination and mutual cooperation.

Reporting Lines:

The Project Coordinator will report to the Director of ILO Country Office for Mexico and Cuba, and will receive technical guidance and supervision from FUNDAMENTALS and MIGRANT through their specialists based in Brasilia and San José and  in Geneva.

The Project Coordinator will also oversee the work of , national officers and any other consultants hired during the course of the project. 

Main duties and responsibilities:

1. Ensure effective coordination and planning, implementation, monitoring and evaluation, in conformity with ILO policies and DOL strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures, in consultation with the responsible Mexico´s office,

2. Assume responsibility for the effective management of funds/budget assigned to the project.

3. Manage efficiently the human resources of the project, including recruitment, performance and talent management aspects.

4.Prepare technical and financial reports in accordance with the ILO guidelines and procedures.

5.Contribute to the overall initiative, including written and oral project updates, meetings and to cluster evaluations, as requested.

6. Provide technical support to the project team and consultants and to the stakeholders of the project including relevant government agencies and other key institutions consistent with ILO policy orientation.

7. Ensure effective coordination to develop the activities within the overall ILO Programme Framework in the region.

8. Foster contacts and relations with governments, ministries, employers' and workers' organizations, non-governmental organizations and donors, and promote opportunities for collaboration towards planning and implementation of the project activities. In addition, opportunities for regional synergies and south-south learning should be identified and actively pursued.

9. Coordinate the project´s activities with the Technical Secretariat of the Regional Initiative Latin America and the Caribbean free of child labour, Alliance 8.7 and the Fair Recruitment Initiative

10. Liaise with other UN agency counterparts to promote ILO's values, increase the project's visibility and facilitate the scaling-up of the project's interventions. Ensure a effective coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity.

11. Promote ILO policies in the related technical areas of the project/program, other fundamental rights and principles at work, Fair Recruitment principles and guidelines, and the relevant International Labour Standards in collaboration with other technical/labour standards specialists.

12. Develop and review project information and communication materials.

13. Represent the project in meetings, seminars and evaluations, as relevant to the project’s objectives, and build and enhance strategic partnerships and networks of government policymakers, workers´ and employers’ organizations and civil society organizations.

14. Plan, organize and conduct seminars, workshops, training and meetings on project technical matters. This may involve developing training and capacity building guides, manuals and other knowledge-sharing materials.

15. Any other duties requested by the Director of the ILO Country Office for Mexico and Cuba.

Education

Advanced university degree in the field of social sciences, international relations, human rights, development, economy, public administration, or other relevant fields

Experience

At least seven years’ professional experience in the management of technical and development cooperation projects and activities, of which at least five years at the national level.

Experience in a leadership role in the Latin American region will be considered an advantage. Proven management experience, preferably with the ILO or a UN agency, with sound knowledge and experience in all aspects of project cycle, i.e. design, implementation, monitoring and evaluation

Languages

Excellent written and spoken command of Spanish and English.

  • Excellent leadership skills, ability to work effectively in a team and excellent interpersonal skills;

  • Ability to formulate new concepts and methodologies, and to synthesise research and reach empirically based conclusions on related subjects by understanding both the qualitative and quantitative approaches in social science research;
  • Ability to develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings;
  • Ability to promote knowledge sharing and learning culture in the office, and to focus and guide others to meet objectives at individual and group level;
  • Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners;
  • Significant interpersonal skill, including listening; showing understanding, courtesy, and concern; developing and maintaining effective relationships with project staff and stakeholders; and displaying sensitivity to cultural diversity, gender, age, and disabilities, and other individual differences;
  • Proven capacity to initiate and implement technical co-operation programmes and activities, including negotiation skills with governments, social partners and to mobilise the support of international donor agencies and provide quality services.
