Purpose of consultancy

To contribute to the development of food environment policy guidelines being undertaken by the Unit of Safe, Sustainable and Healthy Diet (CC-Diet) at the Department of Nutrition and Food Safety (NFS).

Background

The Department of Nutrition and Food Safety (NFS) established the WHO Nutrition Guidance Expert Advisory Group (NUGAG) Subgroup on Policy Actions in 2018 to initiate the development of WHO guidelines on policy actions to improve food environment and promote healthy diets.
The process of developing WHO guidelines on food environment policies, guided by the WHO Handbook for Guideline Development, is being implemented, and the undertaking of evidence reviews and formulation of recommendations for WHO guidelines on food environment policies – i.e. policies to restrict food marketing to children, nutrition labelling policies (including front-of-pack labelling and menu labelling), fiscal policies to promote healthy diets, school food and nutrition policies – are currently underway.

Deliverables

Tasks: To contribute to the process of finalizing food environment policy guidelines, including policies to restrict food marketing to children, nutrition labelling policies, fiscal policies to promote healthy diets, school food and nutrition policies, by:

  • facilitating the preparations for public consultations and the consolidation of comments received during the public consultation and peer-review of the draft guidelines;
  • facilitating the finalization of the guidelines, incorporating possible additions or changes if required.

Tasks: To contribute to the development of a guideline on menu labelling policies, by:

  • facilitating reviews of additional data required as part of the preparations for guideline development process, in particular for the formulation of recommendations for policy guidelines on menu labelling. The task will involve conducting of a review on contextual factors (including for example equity, human rights, acceptability, feasibility) that will contribute to formulating recommendations, according to the WHO Handbook for Guideline Development (2nd Edition, Chapter 10).

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

Minimum first university degree in nutrition, health sciences, public health or social science

Desirable:

University degree with a specialization in nutrition.

Experience

Essential:

Essential: 2 years’ experience working on policy analysis including food environment policies and/or commercial determinants of health, including applied research

Desirable:

Experience in working for national or international organizations developing policies

Skills/Knowledge:

  • Good knowledge of policy analysis, with sound analytical and organizational skills.
  • Excellent communication and writing skills.
  • Knowledge on WHO’s work on guideline development will be an asset.

Languages required:

Essential:

Expert knowledge of English

Pay Band level A - USD 3,955-6,980 per month
