In line with the strategic objectives of the Secretary-General, the Directorate for Employment, Labour and Social Affairs (ELS) is the focal point for OECD work on building more cohesive and healthier societies through policy advice related to quality jobs, continuous investment in human capital, reduction in poverty and exclusion, better health-care systems and good management of migration flows.

ELS is looking for Junior Economists/ Policy Analysts to conduct analytical and policy-oriented work to provide policy recommendations and advice to countries on a range of social and labour market topics. There are currently openings in each of the following areas\: i) skills, labour market and social policies for young people and/ or immigrants; ii) promoting better employment transitions for mid-career workers; iii) measuring the labour market disadvantages of LGBTI individuals and ethno-racial minorities and assessing their macroeconomic cost; iv) migration; and v) dynamics of jobs and workers reallocation in the labour market. Future opening could be aligned to different areas of work.  The work will involve data and policy analysis to assess the design, delivery and effectiveness of social, labour market and skills policies in OECD countries.

The selected candidate(s) will work under the supervision of senior economists in the Directorate for Employment, Labour and Social Affairs.

Main Responsibilities

Data collection and analysis

  • Organise and analyse micro-data, including national labour force surveys, longitudinal surveys and administrative data to assess jobs and worker flows and/orthe impact of social and labour market policies on various groups, including social and labour market outcomes of young people, mid-career workers, LGBTI individuals, migrants and ethno-racial minorities;
  • Organise online surveys.

Policy analysis 

  • Analyse labour market and social policies in OECD countries, including policies for youth, mid-career workers or how OECD countries identify sexual, gender and ethno-racial minorities in their representative data. This would involve desk research, literature reviews, data analysis, policy questionnaires, and workshops and meetings with stakeholders;
  • Analyse key issues in the migration decision process, in public information campaigns around migration, and in labour market integration of immigrants, with a specific focus on family aspects
  • Contribute to the development of social policy, integration and labour market reform proposals, building on good practices in other countries.

Drafting and liaison 

  • Contribute to publications, reports and working papers of the Directorate, in particular on social policy, labour market, youth and diversity policy issues,
  • Develop and maintain strategic working relations with officials in member country administrations and other international organisations, as well as with academics,
  • Participate actively in missions to member and non-member countries as required,
  • Draft notes and briefs for senior officials related to youth and diversity policy issues,
  • Liaise and collaborate with other groups in the OECD working on related issues,
  • Present findings of the work at conferences, seminars and other events.

Ideal Candidate Profile

Academic Background\:

  • An advanced university degree, i.e. at least a masters’ degree, in economics, social policy, law or a related discipline. A PhD/doctorate would be an advantage. 

Professional Background\:

  • At least 2 years of applied research and policy analysis, in the area of labour and/or education economics or social policy acquired in a national administration, international organisation, university or research centre.
  • Knowledge of data management, surveying techniques, analysis, and statistical reporting including linking data from different registers, quality control of statistical databases, and programming analyses of survey microdata would be an advantage.
  • Good organisational skills, ability to work effectively on the basis of general instructions and with  moderate supervision;
  • Excellent interpersonal skills and ability to collaborate effectively with teams and integrate ideas from diverse sources.
  • Excellent drafting and very good ability to communicate orally is required.

Tools\:

  • Knowledge of STATA, R and/or Python or similar advanced statistical software may be required for some roles.
  • Ability to represent data graphically in Excel.

Languages\:

  • Working knowledge of both OECD official languages (English and French) would be an asset. 
  • Knowledge of other languages would be an asset.

Contract Duration

  • 13 months fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests and video-recorded interviews are foreseen to take place in late April and panel interviews are planned for May.
