Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services). The Division of Technical and Scientific Services (SGTS) is responsible for measurement systems applied in safeguards verification activities, containment and surveillance techniques and all verification logistics.

 

Main Purpose

 

As a Team Leader reporting to the Head of the Section for Monitoring and Data Evaluation, the incumbent leads the Team for Unattended Monitoring Systems in terms of planning, supervision and implementation of its programmatic activities. The Team Leader manages and leads a team of approximately 15 scientists, engineers and technicians in the most efficient manner to provide diligent service in procuring, maintaining, deploying and performing life-cycle maintenance of unattended monitoring system equipment. deployed in nuclear facilities worldwide.


 

 

Role

 

The Team Leader plays several key roles\: (1) a leader providing wise guidance, training, and direction to Team staff; (2) a manager who plans, leads, coordinates and supervises the efficient and effective implementation of the equipment development, authorization, procurement, deployment, and maintenance; and (3) a substantive technical expert and adviser to Team members, other Team Leaders and Section Heads in the Division and to the Director of the Division on verification matters using unattended monitoring systems.

 

Functions / Key Results Expected

 

Plan and implement the programmatic work of the Section, including the establishment of concrete objectives, milestones and performance indicators.

Continuously improve the existing processes framework, identify gaps and implement a robust quality management system.

Manage the planning, scheduling, development and implementation of unattended monitoring systems for IAEA safeguards equipment, including human resources and the budget.

Provide expert advice and support to the Operations Divisions to determine implementation requirements and ensure that all requirements are satisfied within available resources.

If assigned, assume responsibilities as the project manager for R&D activities. This includes planning, initiation/review of requests, assignment of project task officers and their alternates, tracking of schedules, cost and milestones, re-baselining and implementation as required.

Review, analyse and assess the quality and effectiveness of UMS verification implementation and propose changes to increase effectiveness and to ensure the quality of services.

Oversee the evaluation and testing of UMS systems and components prior to deployment in the field.

Provide advice and guidance to staff in their dealings with States' R&D organizations and commercial equipment developers and manufacturers.

Draft and present clear and concise plans and presentations covering strategy, sustainability, standardization, project management, implementation, maintenance and procurement needs, technical specifications and procedures.
 

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

 

Master's Degree - Advanced university degree in nuclear engineering or physics, health physics, applied science, engineering or closely related field.

Bachelor's Degree - First level university degree in nuclear engineering or physics, health physics, applied science, engineering or closely related field plus four years of relevant experience may be accepted in lieu of an advanced degree.

Cumulatively, a minimum of ten years of working experience in all of the Expertise areas listed above, including\:
- a minimum of ten years of work experience in the development, deployment, maintenance, and/or use of nuclear NDA instrumentation;
- a minimum of two years of experience in Project Management is required;
- a minimum of two years of experience in supervising staff, preferably with formal management experience is required.

Strong interpersonal skills are required, with the ability to work effectively and efficiently on multiple projects simultaneously, in multidisciplinary/multicultural teams, with sensitivity and respect for diversity.

Demonstrated experience is required in the areas of\: strategic planning, operational planning, budgeting, allocation of resources, procurement, property management, quality control and assurance, project management and enforcement of safety regulations.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $90664 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 42612, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
