Overview of position

Under the overall supervision of the Reconstruction Manager (RM) and the direct supervision of the Field Engineer (FE) in Chuuk, Federated States of Micronesia, the successful candidate will be responsible in providing assistance in activity planning, monitoring/inspection, technical orientation, and coordination, relative to the reconstruction project.

Role objectives
  • Act as a direct representative of the Field Engineer in each project sites.

  • Supervise Community Based Carpenters (CBC/G5) and Community Working Group (CWG) in the construction of new houses and public infrastructure repairs in the outer islands and inside Chuuk lagoon. 1 CBC per island and between 6-10 members of the CWG per new house.

  • Provide daily technical support to the community working group during house construction and PI repairs.

  • Provide site progress report/update to the Field Engineer, conduct daily inventory of materials and equipments on site.

  • Assist the FE in the validation and detailed assessment of proposed reconstruction projects

  • Act as community liaison/translator for the Field Engineer during the site visitation and inspection and other field activities in the absence of the Construction Community Coordinator (CCC).

  • Assist Field Engineer in providing guidance and direction to Construction Work Group – Construction Focal Point (CWG-CFP), to ensure work is in accordance with the approved plans and contract conditions.

  • In close coordination and in agreement with CWG-CFP, provide hands-on assistance to CWG workers to ensure that work is carried out safely, efficiently and in line with our client quality standards.

  • Have full and updated information of construction schedules, plans and specifications of site’s structure to be constructed or undergoing construction

  • Provide recommendation to the Field Engineer on approval/ rejection works in the field once it is justified not in accordance with the standard Our client construction plans and specification. Giving primary concern to work quality and safety of structure being built.

  • Assist and provide guidance to CWG-CFP in preparing daily construction logbook taking notes of weather, work force, accomplishment

  • Responsible for the proper and safe stockpile of our client supplied materials and tools at project sites and provide regular report to Field Engineer, ensure proper usage of materials and tools according to its purpose and required usage to material shortage and tools breakage.

  • Undertake other duties that may be assigned from time to time which are commensurate to the position.

  • Ensure that any work-related injury will be documented in an incident report on the same day of the incident and with immediate notification to the Head of Sub-Office.

  • Clock in and clock out each day and for lunch, complete paperwork for time sheets to ensure accurate and timely payment.

  • May be occasionally required to work on weekends.

  • May be required to spend time off island while operations are based off island.

  • Strictly adhere to our client’s policies and procedures including prevention of sexual exploitation and abuse and promotion of a respectful work environment

  • Perform other tasks and duties as assigned.

Key competencies

EDUCATION

  • University degree with at least four years of relevant experience. Degree from technical or trade school; or

  • High school with at least six years of relevant experience.

  • Relevant certificate of trainings will be considered favourably.

EXPERIENCE

  • Experience on construction projects, operations, and equipment

  • Experience as a construction foreman or leadman is preferred.

SKILLS

  • Good communication skills

  • Mechanical skills

  • Knowledge on how to interpret drawing plans, read and do measurement

  • Knowledgeable and familiar with hand and power tools, hands on carpentry and concrete works

  • Problem-solving skills and attention to details


  • Strong swimming skills
