About the role
We are looking for a Senior MERL Manager for an anticipated monitoring, evaluation, research and learning (MERL) assignment. The ideal candidate is experienced working in complex and conflict-affected environments, managing relationships with high-level stakeholders, including military personnel.
In the role, you will be responsible for the day-to-day operations of a multi-faceted monitoring, evaluation, research and learning program, involving the implementation of activity monitoring, assessments, evaluations and programme reviews. You will coordinate and manage activities conducted by core-staff, consultants and sub-contractors across East Africa.
The position is a full-time contract with a 3-month probationary period. You will be based in Mogadishu, Somalia, with rotation to Nairobi, Kenya.

Key Tasks and Responsibilities
· Manage several concurrently-running research and M&E projects, including the design, inception and analysis phases
· Coordinate implementation and ensure sufficient resources through managing a network of core-staff, consultants and subcontractors
· Maintain responsibility for delivery in line with budgets, timelines and quality standards
· Manage the day-to-day client relationship, in conjunction with the Project Director
· Undertake research directly, supporting the Project Director and Head of Research to design and implement robust, publication-quality studies
· Perform any other reasonable duties as directed by line management.
Person Specification
Qualification and experience
· Masters degree in Development Studies, International Relations, Peace and Conflict Studies, Business Administration or a related discipline
· Thematic interest and experience in conflict, governance, social cohesion and strategic communications
· 5 years experience conducting MERL activities, of which 2 must have been spent in a management capacity
· Fluency in English, Somali highly desirable
· Ability to cope well under pressure, and to occasionally work irregular hours to meet tight deadlines
Core competencies
· Communication skills: Ability to manage sensitive and complex relationships with high-level stakeholders including senior staff at INGOs, governments and military missions
· Organizational skills: Ability to manage several concurrently running projects with competing demands
· Research skills: Ability to think critically and analytically to distill information for relevance and context, strong report drafting skills and ability to write in a lucid accessible style.
· ICT Skills: Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Understanding and application of statistical analysis software (e.g. SPSS and/or STATA) is an added advantage.
