Purpose of consultancy

The consultant will provide expert advice in communications, development and production of multimedia content in order to increase visibility effectiveness and boost dissemination of WKC products and knowledge; develop/edit English content such as meeting reports, technical reports as well as online/offline communication products; and contribute to the roll-out and development of WKC’s refreshed visual identity.

Background

In the past months, WKC has significantly improved its online presence through a revamped website and social media capabilities. WKC has also partnered with a design company to update its visual identity and reflect more clearly, it’s research plan and programme of work. At the same time, the dissemination of knowledge generated by WKC’s programme of work as well as its visibility still require constant and dynamic efforts to ensure both local and global recognition. The implementation of the WKC’s new programme of work constitutes a key opportunity to strengthen its communication, generate multimedia and multi-support content and increased its visibility, both within WHO and externally. The year 2022 focuses on the implementation of specific recommendations from WKC communication plan, to strengthen WKC’s visibility through increased outreach and dissemination of research results.

Deliverables

All communications work, such as advocacy campaigns and external promotion of reports and guidelines, must be done in close collaboration with the Department of Communications. The consultant must adhere to DCO policies and processes for development and approvals of campaign materials, and communications products for social media and other public audiences.

The consultant will produce the following deliverables to be set for each activity:

Output 1: Planning and communication plan implementation:

Activity 1.1:
Contribute to the planning and systems for implementation of WKC’s communication. This involves regularly monitoring and updating WKC communication plan, ensuring strapline/taglines are incorporated into all key communication messages, and identifying the implications for implementation for website, twitter/social media, other media.
Deliverables 1.1: updated WKC Communication plan – Expected monthly.

Activity 1.2:
In communication meetings with HQ and Regional Offices, to share and gather information on upcoming campaigns relevant to WKC’s programme of work and determining whether/how any material fits into the WKC communications/messaging.
Deliverable 1.2: weekly/monthly plans identifying communication activities - Expected weekly.

Activity 1.3:
Contribute to developing a plan for the roll-out (including communication).
Deliverables 1.3: updated website and WKC communication products’ design – Expected Monthly.

Output 2: Published English content (technical reports and online/offline communication products):

Activity 2.1:
Draft ACWKC 2022 report.
Deliverable 2.1: ACWKC 2022 report – Expected 15 December 2022.

Activity 2.2:
Provide editorial input for other communications products.
Deliverable 2.1: technical and communication reports – Expected Monthly.

Output 3: Content Creation and dissemination: web and print:

Activity 3.1:
Contribute to updating and monitoring the existing communication plan. Identify deadlines, products (e.g. policy briefs, research alerts, interviews, infographics).
Disseminate platforms for research related outputs for each research project, based on the main research themes and key messaging for WKC and each area.
Identify key opportunities for communication, products and key messages.
Deliverable 3.1: drafted and published communication products – Expected Monthly.

Activity 3.2:
Collaborate with WKC technical officers in creating content (stories, photos, infographics, twitter etc.); adapt for web, social media and media pitching and facilitate English-language media engagement.
Facilitate print production (design, editing, publishing); attend key technical meetings and draft meeting reports.
Deliverable 3.2: published English communication content – Expected Monthly.

Activity 3.3:
Recommend improvements in the design and structure of the website and align the website messaging with the key overarching communication issues.
Deliverable 3.3: updated WKC website - Expected Monthly.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:
Minimum first university degree in journalism, marketing, social science, communication or related field.

Experience:

Essential:
At least 7 years of work experience in journalism and/or communication.

Desirable:

  • Experience in writing communication and opinion papers.
  • Experience in supporting communication activities in the global public health sector.

Skills/Knowledge:

Essential:

  • Demonstrated skills in developing compelling content, and in reporting on qualitative and quantitative analytics.
  • Ability to develop and implement strategic communication plans.
  • Ability to contribute to PR/communication initiatives for research dissemination.

Desirable:

  • Knowledge of graphic design.
  • Knowledge of global health, international development, or health systems research.

Languages required:

Essential:
Expert knowledge of English.

Location:

Off-site – Home-based. The consultant should have all necessary equipment and supplies for performing the work remotely.

Travel:

No travel is expected as part of this assignment.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD 7000 – 9.980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:

11-months (between 50% to 100% is negotiable).
