Organizational Setting

FAO’s work in West Bank and Gaza Strip is guided by its Country Programming Framework for Palestine (CPF). The overall objective of the CPF is to contribute to the wellbeing of Palestinians – making the agrifood system more inclusive, sustainable and resilient. To this effect, the CPF adopts a nexus approach to bridge humanitarian and development interventions, recognizing the centrality of environmental sustainability and market led development and their dependence on the enabling environment put in place by the public sector policies and investment priorities. More specifically, the CPF sets out four priority areas for FAO partnership with the Palestinian Government for the period 2018-2022 in alignment with the 2030 Agenda for Sustainable Development as follows:
Priority 1: Sustainably managed natural resources in the agrifood value chains.
Priority 2: Increased competitiveness of the agrifood value chains.
Priority 3: Enhanced protection and inclusion of highly vulnerable groups in agrifood value chains.
Priority 4: Improved safety, quality, nutritional value and sustainability of food consumption.
The position is located in FAO’s Coordination Office for the West Bank and Gaza Strip (WBGS) Programme in Jerusalem.

In support of CPF implementation and monitoring, surveys and data analysis are conducted to generate information relevant for M&E and analysis of food security, the food system, and agriculture-based livelihoods to inform and assess programme implementation.

More specifically:

- In the context of the Global Network Against Food Crises Program, FAO West Bank Gaza Strip has conducted a baseline survey for the project activities, an Agriculture sector-wide survey in Gaza Strip, and it is now implementing an endline survey. Among the collected data modules, the datasets include indicators for calculating Resilience Index Measurement and Analysis, FIES, conflict module, and other food security and livelihood related data.The assignment is envisaged to conduct resilience analysis (using RIMA module) and FIES analysis on the baseline and endline data sets and contribute to the impact evaluation study of the project

- Additionally, the assignment is envisaged to contribute to the baseline analysis of the 017/FRA “Water Management and Adaptation of Agriculture to climate change in Northern Gaza”. The project’s main objective is to develop, strengthen, and empower low-emission water management for local communities in the Gaza Strip to sustain agriculture production and increase the resilience of the highly vulnerable population.

- Moreover, the assignment is envisaged to support the data analysis of the endline survey and the Post Distribution Monitoring of the 406/CAN project, “Support economic growth through optimized agricultural value chains in the West Bank”. This project aims to support the objective of agribusiness sustainably contributing to economic growth and the welfare of the Palestinian people.

Reporting Lines

Under the overall supervision of the Head of Office and the direct supervision of the Economist, the Information Specialist will work in close collaboration with other members of the Monitoring and Evaluation Unit in the West Bank and Gaza Strip.

Technical Focus

The Information Specialist engages in data cleaning, management, and analysis of baseline and endline surveys related to agricultural livelihoods and food security. He/she produces information by conducting food security and resilience analysis (including RIMA and FIES), monitoring and impact evaluation of projects, and assessment of impact on shocks affecting the food system.

More specifically:

1. In the context of the Global Network Against Food Crises Program, the specialist will be focusing on the impact evaluation analysis as well as the analysis for learning component of the project. (calculating Resilience Index Measurement and Analysis, FIES, conflict module, and other food security and livelihood related data
2. Contribute to the baseline analysis of the 017/FRA “Water Management and Adaptation of Agriculture to climate change in Northern Gaza”.
3. the assignment is envisaged to support the data analysis of the endline survey and the Post Distribution Monitoring of activities implemented under the 406/CAN project, “Support economic growth through optimized agricultural value chains in the West Bank”.

Tasks and Responsibilities

• Review available datasets and produce analysis to feed the impact level indicators;
• Conduct data cleaning and various data analysis
• Conduct RIMA, FIES and Food security analysis based on various datasets such as those generated by baseline and endline surveys;
• Contribute to the impact evaluation study of projects and shocks affecting the food system;
• Conduct analysis to contribution to the learning objectives of specific projects and the overall FAO programs in Palestine;
• Produce analytical briefs and other documents to present the result of the learning activities;
• Perform any other duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Economics, Statistics, Agricultural Economics or other relevant fields.
• At least one year of relevant professional experience in analyzing large-scale food security, agriculture, socio-economic surveys using statistical software packages (R, STATA, SPSS etc.).
• Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian) for Consultants. Working knowledge of English for PSAs.

• Ability to travel across the West Bank and the Gaza Strip.
• Work experiences in Palestine and the region is an advantage.
