Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. In Nepal, UN Women focuses on strengthening women’s voice, agency, and leadership across sectors to advance women’s rights, provide space for women’s meaningful participation, and contribute to tangible differences in their lives. The UN Women Nepal’s Strategic Note (SN) for the period 2018-2022 lays out the agency’s unique role and comparative advantage in supporting national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards. The SN is aligned with and contributes to Nepal’s national priorities and commitments as described in the Nepal Constitution 2015 and the Fifteenth Periodic Plan, the needs of women’s organizations, and the UNDAF 2018-2022 with a commitment of leaving no one behind. UN Women will advance its efforts in Nepal in accordance with its unique role and triple mandate (normative, operational and coordination) and lessons learned to “achieve gender equality and social inclusion and empower women and girls in Nepal to realize their human rights”. Currently, UN Women Nepal Country Office (NCO) is in the process of developing its new SN 2023 – 2027 in line with the UN Women global Strategic Plan 2022 – 2025 and the new United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023 – 2027.

Under the overall guidance and direct supervision of the Head of Office and in close consultation with Youth Monitoring and Evaluation Officer and relevant UN Women personnel; the consultant is responsible for supporting UN Women NCO in integrating Results-Based Management (RBM) standards and principles into the programme design, monitoring and reporting.

Duties and Responsibilities

  • Support the development of results statements and corresponding indicators for UN Women NCO’s SN 2023 – 2027 from RBM perspective, in line with global Strategic Plan and Nepal UNSDCF
  • Support in collecting baseline data for SN 2023 – 2027 results indicators.
  • Support the preparation and editing of NCO quarterly, annual and donor reports ensuring clear and results-based language and sufficient data and evidences are provided.
  • Review monitoring and evaluation plan including performance monitoring framework of NCO’s partners ensuring that RBM standards are appropriately integrated.
  • Conduct refresher sessions on results-based reporting for NCO personnel and project/programme partners in consultation with Youth Monitoring and Evaluation Officer.
  • Design/review of monitoring and reporting tools/guidance notes.
  • Support to develop project documents/proposals ensuring that RBM standards are integrated.

Deliverables

  • Revised set of results statements and indicators of the draft SN 2023 – 2027.
  • Set of baseline data for SN 2023 – 2027 along with reliable source of data.
  • Evidence of at least two refresher sessions (2 hours each) on results-based reporting (presentations, pre- and post-assessment results and relevant resource material)
  • Edited quarterly, annual and donor reports including track-change and clean versions
  • New/revised monitoring and reporting tools/guidance notes.
  • Evidence of support provided to develop project documents/proposals that are RBM compliant.

Required Skills and Experience

Education

  • Master’s Degree in international development studies, gender/women’s studies, economics, political science, related social sciences, or related discipline.

Experience

  • Minimum 7 years of relevant work experience on project design, monitoring and reporting integrating the RBM standards and principles.
  • Proven expertise in the area of gender equality and the empowerment of women.
  • Experience in working with the UN previously is an asset.
  • Proven track record development work in the area of gender equality and women’s empowerment.

Language skills

  • Excellent command of written and oral English.

Evaluation and Selection Criteria

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated. If required, an interview will be conducted before making the final decision on selection of the consultant.

  1. Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

  • Required degree and qualification (15 points);
  • Relevant years of experience on issues related to project design, monitoring and reporting integrating the RBM standards and principles (40 points)
  • Working knowledge and experience in the area of gender equality and the empowerment of women (15 points);
  • Writing sample (30 points).

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidate.

  1. Financial/Price Proposal evaluation:

The financial proposal of candidates who meet the technical assessment threshold will be evaluated. The financial assessment will count as 30% of the total points.  In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A formula is as follows:

p = y (µ/z)

Where:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
