ORGANIZATIONAL CONTEXT

The humanitarian situation in Cabo Delgado continues to deteriorate due to consecutive climate shocks, insecurity and violence, leading to significant displacement, increase in protection related issues, disruption of livelihoods and lack of access to basic services. Since October 2017, Cabo Delgado has been experiencing a series of attacks by unidentified Non-State Armed Groups (NSAG) from the region. In March 2020, the attacks escalated significantly and show no signs of abating with thousands of civilians have been killed and approximately 700,000 people have been internally displaced since the outbreak of the violence in 2017.  Throughout this 3year conflict period the Government has commenced setting up resettlement sites to cater to the steadily increasing number of IDPs. Many IDPs have alternatively taken shelter in the homes of host communities, remaining in dire need of humanitarian assistance, placing additional strain on host families and community resources.

JOB PURPOSE

The objective of this role is to improve and coordinate Beneficiary Information Management procedures in the northern affected provinces of Mozambique, namely Cabo Delgado, Nampula, Niassa and Zambezia throughout the programme intervention cycles in a protection centered manner and ensuring compliance with WFPs Personal Data Protection Policy. This involves a strong focus on accountability to affected populations, namely community consultations, transparent communications and strengthened engagement on complaints and feedback mechanisms where issues relate to beneficiary lists (exclusion errors, corruption and fraud). The successful applicant will act as an interlocutor between all BIM relevant units such as RAM, Protection, TEC, CBT, BIM and Programmes internally, ensuring quality coordination for further collaborations with the government, CPs and other stakeholders.

With the confirmation of Covid-19 in Mozambique, the operational approach has required significant adjustments in order to apply social distancing measures and ensure the safety of programme teams and beneficiaries in this context. It will be important for this position to define relevant accountable approaches to beneficiary information management in the context of covid-19 applying WFPs protection policy and related commitments. The Protection Policy is complemented by IASC’s five commitments to Accountability to Affected Populations (AAP) (2012) and WFPs policies on Humanitarian Principles (2004) and Gender (2015).

STANDARD MINIMUM QUALIFICATIONS

Education:    University degree in related fields of study with additional trainings/ courses in related areas are an asset.
Experience:   4 years of relevant work experience in the areas of team coordination, collaboration with
government, data analysis, data protection, data collection, management of databases, field assessments or monitoring and evaluation. Previous experience and familiarity with WFP’s beneficiary registration system (SCOPE) is an asset.

Languages:    Oral and written fluency in English and Portuguese.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Head of Beneficiary Relationship Management, Head of Field Office and Head of Programme, working in close collaboration with other units such as IT, CBT, Programmes, VAM and protection at Field and Country Office (CO) level and CPs, and in strict observance of the WFP Guide on the Protection of Personal Data and Privacy (2017), the incumbent will perform the following tasks:

  • Support programmatic needs and supervise all activities related to Beneficiary Identity Management (BIM) including the collection of beneficiary data, guiding and advising beneficiary data collection as required to ensure quality and consistency of the data collected.
  • Supervise all activities related to the verification, cleaning and analysis of the data collected, guiding and advising the work of the Beneficiary Data Analyst as required.
  • Disseminate regular reports and updates regarding the data enhancement exercise; liaising with WFP managers and counterparts in Cabo Delgado and Maputo as required;
  • Liaise with counterparts from the government, WFP and CPs to coordinate and resolve all issues related to beneficiary data management, including data sharing agreements, FLA annexes, data privacy and data protection guidelines, privacy impact assessments etc
  • Act as an interlocutor between BIM, Programmes, CBT, IT, VAM and protection units for all SCOPE registration related activities, developing verification and registration work plans segregating duties as outlined in SOPs and WFP corporate guidance documents
  • Undertake field missions and duty travel as required
  • Perform other related duties as required.
