Organizational Setting
The Inclusive Rural Transformation and Gender Equality Division (ESP) coordinates FAO’s work on social protection, gender equality, decent rural employment, rural institutions and people’s empowerment, and the right to food. It is responsible for working with member countries and other partners to reduce rural poverty through strengthening social protection systems, diversifying rural employment opportunities, reducing gender gaps and other social inequalities in agriculture, strengthening producer organizations, improving the rural poor’s access to productive resources and rural services, and achieving the overall goal of realizing the human right to adequate food for all.
The Cross Cutting Theme on Inclusion team is part of the ESP division, and supports FAO to mainstream inclusivity throughout its programmatic work in order to create deeper, more sustained impacts on lives and livelihoods by ensuring food security and nutrition, and a rights-based approach that promotes social and economic inclusion, environmentally sustainable and resilient livelihoods, and protects the poor and marginalised against risks and shocks.
Reporting Lines
Under the general guidance of the Director of ESP, the Consultant/PSA reports to the Leader of the Cross Cutting Theme on Inclusion.
Technical Focus
The incumbent should have past professional experience in multiple of the following areas:
- Bring excluded and marginalized individuals/households/communities and those in situations of vulnerability into the development process and planning and implementing poverty reduction interventions
- Conduct ex ante analysis as part of programme conceptualization to assess the potential impact of a given initiative, policy, project or intervention
- Contribute to inclusivity-related evidence and knowledge generation by generating, sharing and analyzing quantitative and qualitative data and information on the root causes and drivers of exclusion
- Assemble knowledge and providing advice on the design and implementation of inclusive policies and programming
- Develop and supporting the application of normative tools to promote inclusion
- Facilitate inclusive policy dialogue to enable the participation of excluded and marginalized people and those in situations of vulnerability
- Advocate for the importance of inclusion
Tasks and responsibilities
For B Level Consultants and PSAs
- Collaborate with Country and Regional Offices, Priority Programme Areas (PPAs) and technical divisions to guide them on addressing inclusivity issues and ensuring inclusivity is built into their work, drawing on the expertise of ESP and other technical divisions
- Develop guidance on inclusivity to promote mainstreaming of inclusivity throughout FAO
- Conduct gap analysis of capacity development tools and resources needed to improve FAO’s capacity around inclusivity
- Conduct capacity building with regional and country offices on inclusivity and LNOB
- Support efforts to plan, monitor and report on the Cross Cutting Theme on Inclusion
- In consultation with the Indigenous Peoples team’s focal points, ensure that relevant Indigenous Peoples organizations such as the Global Hub on Indigenous Peoples Food Systems and the Coalition on Indigenous Peoples Food Systems are integrated in inclusivity-related activities
- Work with the communications team to develop communication products to advocate for and raise awareness on inclusivity and showcase good practices, lessons learned and highlights of inclusivity work
- Work with the Cross Cutting Themes on Gender and Youth and the communications team to contribute to content for a website on the Cross Cutting themes
- Any other relevant activities that arise
For C Level Consultants and PSAs

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree in public affairs, social sciences, international development, rural development or other relevant disciplines;
- At least one year for Level C and 5 years for Level B of relevant professional experience advancing inclusion in development processes
- For consultants: Working knowledge of English and limited knowledge of any other official language of the Organization (Arabic, Chinese, French, Spanish or Russian)
- For PSA: Working knowledge of English.
