Organizational Setting and Work Relationships
The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

Duties
- Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
- Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- Act as interpreter when required.
- Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Negotiate with local authority counterparts, partners and populations of concern.
- Represent UNHCR in physical monitoring of projects.
- Perform other related duties as required.

======================================================================================================== The United Nations High Commissioner for Refugees (UNHCR) is an international organization with the mandate to assist persons in need of international protection; asylum seekers; refugees; statelessness; and internally displaced persons (IDPs). The UNHCR operation in Mozambique has its main office in Maputo, a sub-office in Pemba and a field office (FO) in Nampula. The UNHCR Nampula FO area of responsibility (AoR) covers the provinces of Nampula, Niassa and Zambézia. The working language in the UNHCR offices in Mozambique is English.
The Field Associate is supervised by the Field Officer and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives with inputs from the supervisee and provides necessary advice and guidance.
The context in which UNHCR office is set is complex, as the office deals concomitantly with situations of IDPs, refugees and asylum seekers and populations affected by natural hazards. The Nampula province currently hosts an estimated 70,000 IDPs from the conflict-induced situation in Cabo Delgado. Large majority of them live in the urban/rural/ host community areas while an estimated 7,500 IDPs are in the Corrane IDP settlement, the only one in the province, which is located in the Meconta District, around 60km from the UNHCR field office. UNHCR provides support in different fronts, such as the provision of resilient shelter and CRIs while mainstreaming protection in its activities.
On 11 March, Tropical Cyclone Gombe made landfall in Mozambique, significantly affecting the provinces of Nampula and Zambezia. The cyclone has affected over 736,015 people, with injuries and death reported. The country's susceptibility to climate change, as evidenced by the cyclones in recent years and in 2022, as well as the impact of the COVID-19 pandemic, further compound the vulnerabilities of most of the population to economic shocks, fragility, and poverty, exposing affected PoCs to additional protection risks. UNHCR is working closely with the local authorities, the various clusters, partners, displaced and host communities, and community leaders to assist those affected by the Cyclone Gombe, including around 9,300 refugees living in Maratane refugee settlement, which is located around 30km from the office in the Nampula District, as well as around 18,000 individuals from host communities surrounding the settlement. This position will work directly in support to the Gombe emergency response to 31st December 2022.
The Field Associate is expected to conduct regular visits to the sites,carry out data collection and analysis, conduct CRI distribution activities for the PoC, monitor partners on their implementation activities, liaise with different stakeholders as governmental authorities and the PoC. The Field Associate will have great level of direct contact with UNHCR¿s people of concern, sometimes living in extremely vulnerable conditions, which requires openness, patience, and utmost respect from the staff member. Basic facilities are available in the settlements and operation sites; however, the candidate is expected to handle mostly outdoor working activities too.
