OVERVIEW OF THE FUNCTIONS OF THE POST

The UNESCO Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP) is a specialized Category-I institute that works on the United Nations Sustainable Development Goal 4 Target 7 towards education for peace and sustainable development to foster global citizenship. The Institute approaches this goal by researching and developing learning modules that teach socio-emotional learning (SEL) through innovative digital pedagogies. 

The Youth (18 – 34) are central to envisioning and shaping a more sustainable and peaceful future. Within the UNESCO MGIEP Medium-Term Strategy (2025) framework, the MGIEP Youth Programme mobilizes and empowers youth through capacity-building in SEL on its digital learning platform and direct involvement in the design, promotion, and implementation of policies for mainstreaming SEL across the formal and informal education systems in member states.

The UNESCO MGIEP Mission 1 for Capacity Building Programme has developed two new SEL for Youth courses for the MGIEP-developed online FramerSpace platform: Self-directed Emotional Learning for Empathy and Kindness (SEEK) and SEL for Youth Waging Peace (as a contribution to the global initiative for the Prevention of Violent Extremism through Education).

The UNESCO MGIEP Mission 3 for Policy and Advocacy implements the #KindnessMatters global campaign and Talking Across Generations on Education (TAGe) youth dialogues. The aim of the #KindnessMatters campaign is to operationalize compassion through the collection and showcasing a critical mass of kindness stories and celebrate exceptional youth kindness champions at the seminal annual World Youth Conference on Kindness.

The primary role of the Program Officer is to coordinate the continuous improvement and global deployment of the two SEL for Youth courses under the Institute Mission 1, to mobilize a critical mass of global youth for the #KindnessMatters global campaign, and to marshal youth voices for the development of education policies specifically for SEL utilizing the TAGe event dialogue modality, under Mission 3.

The Program officer serves as the Institute’s focal point for individual youth, line Ministries of Youth and (Higher) Education, higher education networks and associations, Youth NGOs, and partner organizations, aligns the MGIEP EMC2 SEL Framework to the SEL for Youth courses and coordinates with the Institute Missions and cross-cutting services: Communications and the FramerSpace learning platform.

Main duties and responsibilities

Under the overall authority of the Director of UNESCO MGIEP, reporting to the respective Heads of the Capacity-building and the Policy and Advocacy Missions, and the Heads of Partnerships, Communications, and FramerSpace, the Program Officer would undertake the following responsibilities:

Mission 1 Capacity Building

Design strategic global outreach and marketing campaigns for securing the enrollment and course completion of a critical mass of learners for the SEL for Youth courses;

  • Secure Partnership Agreements with university, corporate, and Youth NGO clients for the SEL for Youth courses, in particular, to enter into commercial Partnership Agreements for the SEEK course and coordinating client payments and reconciliation;
  • Supervise the SEL for Youth Partnerships Coordinator for outreach, Missions to potential clients for Partnership Agreements, and the SEL for Youth Training Officer for the set-up of Cohorts, Masterclass sessions, and Facilitator in Training Programme;
  • Enhance the global reputation of UNESCO MGIEP as the premier research and learning institute for SEL for Youth, including the Prevention of Violent Extremism by organizing academic and thematic conferences and events;
  • Working with MGIEP Research and Development team to contribute SEL for Youth data and outcomes for the development of the MGIEP SEL Assessment Framework and associated research publications.

Mission 3 Policy and Advocacy

  • Mobilize a critical mass of worldwide youth for the #KindnesMatters global campaign to collect and highlight millions of kindness stories through online social and traditional media, engage youth icons, ambassadors, and Councils, develop kindness mobile apps, traditional and digital interactive books, enter into strategic partnerships with related kindness organizations and stakeholders;
  • Continue and enhance the hosting of the annual World Youth Conference on Kindness on/around the World Kindness Day (13 November), assembling global kindness youth champions to share best/worst practices, a network for funding and partnership opportunities, and design the pathway for the adoption of a normative instrument on kindness;
  • Influence the design and implementation of policies for education especially social and emotional learning, by organizing the unique UNESCO MGIEP Talking Across Generations on Education (TAGe) intergenerational youth dialogues utilizing surveys, large-scale/online, and focused group discussions on selecting youth to assess existing policies using a range of techniques and incorporate the feedback into MGIEP Policy Briefs.

REQUIRED QUALIFICATIONS

Education

  • Advanced University degree (Masters or above) in marketing, business development, social development, education, sociology, political science, Psychology, Economics, or sciences of learning.

Work Experience

  • At least 4 years of verified experience, preferably 2 years acquired at the international level in social and traditional media marketing, promotion of university-level courses,  or in the area of large-scale youth development through outreach campaigns, youth dialogues, design, implementation of policies, especially for education.

Skills and competencies

  • Experience in designing and implementing outreach and marketing and partnership campaigns for promoting university-level courses to universities, education/teacher networks, and Youth NGOs
  • Initiating and managing collaborations and partnerships with higher education institutions
  • Strong understanding of socio-emotional learning 
  • Field experience working with youth in conflict areas
  • Project and event management skills, especially in an international setting
  • Commitment to the Organization’s mandate, vision, strategic direction, and priorities.
  • Ability to efficiently manage and share information and knowledge through high-level public speaking and communication skills
  • Capacity to lead integral work of multicultural teams utilizing expertise, vision, problem-solving capability.
  • Able to catalyze new ideas, methods, and applications to pave a path for innovation and continuous improvement.
  • Ability to engage with a diverse group of partners from a range of disciplines and forge productive working relationships.
  • Good knowledge of gender issues and the ability to apply to strategic and/or practical situations, including analysis of projects from a gender perspective.

Languages

  • Excellent analytical, drafting, and communication skills in English.

  • Working knowledge of another UNESCO language (French, Arabic, Chinese, Russian, and Spanish).
