Background:
The OSCE Mission to Skopje (OMSk) supports the national law enforcement agencies in their efforts to adapt to emerging security threats to security and the impact on the welfare and safety of the citizens of North Macedonia. As part of the Public Safety and Community Outreach Department (PSCOD) and the Police Development Unit (PDU) Mid-term Programmatic Plan 2022-2024, the PDU aims to strengthen the capacities of law enforcement agencies (LEAs) to effectively prevent and investigate transnational threats through Intelligence Led Policing (ILP) a modern and proactive law enforcement model. Starting in 2022, the PDU will assist the LEAs in North Macedonia to improve their ability to plan effective and resource-efficient police operations and institutionalize ILP over the coming years.
The Mission is looking to update its Roster of potential candidates to provide temporary expert/consultancy assistance for the above needs in the area of Intelligence Led Policing.
Applicants’ successful placement on the Consultancy Roster is subject to their meeting the minimum qualification and skill level, and does not express or imply any guarantee of engagement with the OSCE Mission to Skopje.
Tasks and Responsibilities:
Under the guidance of the Police Adviser on Organized Crime, the consultant will be responsible for providing knowledge and expertise on ILP elements, firstly by assessing the implementation status of ILP in the relevant institutions and provide recommendations and guidance for institutional adjustments in the LEAs. Tasks and responsibilities will be specific to separate engagements and to the nature of the project activities in question, and will include, but are not limited to:
- Assess the national legislation in the respective area (security sector); laws, bylaws, adopted strategic documents; international agreements, declarations, conventions, etc, provide appropriate reporting;
- Undertake stakeholder mapping and analysis;
- Facilitate events with relevant stakeholders and conduct individual meetings with representatives from LEAs;
- Support LEAs in drafting strategy/policy documents to support the effective and sustainable implementation of ILP;
- Elaborate and submit strategic plan and recommendations for implementing ILP specific requirements in respective departments/sectors/units;
- Provide assistance in drafting the Action Plan for ILP implementation;
- Develop practical recommendations for operationalizing ILP elements in relevant departments/sectors/units within LEAs;

Provide guidance to relevant LEAs representatives on implementing ILP specific requirements in respective departments/sectors/units.
Necessary Qualifications:
- Citizenship of or permanent residence in the Republic of North Macedonia;
- First-level university degree in a discipline covering one of the following areas: criminology, criminal science, security and justice sector reform, public policy, change management and analysis or similar;
- At least five years professional experience in policing, intelligence, information gathering, strategic planning and management;
- Demonstrated experience in working with government partners and other stakeholders in public sector development programs;
- Skills in facilitation of stakeholder engagements/workshops;
- Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds;
- Excellent written and oral communication skills, clear and concise style of expression;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Excellent written and spoken communication skills in English and local language(s);
- Computer literate with practical experience with Microsoft applications.
Remuneration Package:
Remuneration shall be based on established OSCE rates, depending primarily on the nature of required services (e.g. complexity, difficulty and amount of work to be performed and the level of expertise required).
