We are looking for a highly qualified consultant to join our team conducting an ongoing evaluation of a USAID-funded emergency food aid program in Ethiopia. The project is an endline evaluation of the Joint Emergency Operation (JEOP). JEOP is an emergency food aid program led by Catholic Relief Services (CRS) and a consortium of partners in Ethiopia.
We are seeking an expert with experience conducting data analysis and report writing in food security- and emergency food aid-related studies. The consultancy is for approximately 40 business days and will begin immediately as the assignment is already underway. The Consultant will be provided with competitive compensation if selected.
Expected Job Functions:
• Lead a team of four additional researchers
• Lead on the analysis of quantitative survey data from over 12,500 households
• Lead on the analysis of qualitative data from over 200 respondents
• Assess and document data quality and data limitations
• Lead on the drafting of three technical reports - one evaluation and two baselines, summarizing results and evidence
• Provide input to regular reports documenting processes and outputs
• Attend weekly meetings between CRS, JaRco, and other stakeholders
• Develop and lead a presentation outlining preliminary assessment findings and program design recommendations
• Ensure timely submission of all deliverables
• Other duties as assigned
Qualifications:
Essential
• Extensive experience leading teams to produce high quality technical research reports in the area of food security
• Extensive experience in the analysis of large and complex data sets
• Native English speaker
• Technical subject matter expertise in food security, emergency programs, and/or nutrition
• Proficiency in MS Word, Excel, and PowerPoint
• Excellent oral and written communication skills
• Extensive knowledge of qualitative and quantitative research methods
• Strong attention to detail
• Ability to work both independently and as part of a team
Preferred
• Ph.D. in relevant fields such as social science, development studies, disaster risk management, statistics, etc.
• Experience in evaluation design, analysis, and report-writing for USAID Title II emergency food security programs, cash programming, etc.
• Additional background in cross-cutting program priorities such as gender equality, women’s empowerment, protection disability and inclusion, environment, etc.
• Prior experience managing teams in research planning and implementation
• Experience working with USAID and understanding of USAID programming
