Background and Context

The UN Joint Programme for Conflict Transformation in BARMM  (UNJP) implemented by WFP, IOM, UNDP and FAO (PUNOs) will contribute to peaceful and inclusive communities, in line with the sustainable development efforts set out by the Philippine Development Plan, the Bangsamoro Regional Development Plan, and the UN Socioeconomic and Peacebuilding Framework for COVID-19 Recovery in the Philippines 2020-2023. The programme focuses on areas affected by armed conflict in BARMM through area-based community-driven development, recognizing the need for strong and sustained community resilience by accelerated efforts to implement localized conflict transformation initiatives.

The programme is anchored in the Secretary-General’s overall prevention vision and policy and speaks directly to the current UN reform agenda. Within the framework of the Bangsamoro Development Plan, the approach to conflict transformation is anchored in strengthening community resilience and social cohesion in areas at risk. The delivery of material assets and the implementation of initiatives which build individual and community livelihood capacities will be undertaken to demonstrating the immediate impact of peace dividends.

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting directly to the  Country Representative, UN World Food Programme Philippines with oversight by the relevant Head of Agencies (PUNOs), and within the framework of the JP Steering Committee’s decisions and recommendations, the Joint Programme Coordinator will broadly :

  • Coordinate the implementation the UNJP’s workplan ensuring programme consistency, coherence, jointness and effective collaboration amongst the PUNOs’ technical teams.
  • Build and maintain an effective working relationship with key partners and stakeholders, especially with the Joint Programme Steering Committee and Technical Working Groups; provide secretriat support to the Joint Programme Steering Committee.
  • Liaise with the Resident Coordinator Office, particularly  on overall strategic advice, partnership, UNJP reporting and trust fund issues.
  • Coordinate preparation of detailed annual plans based on project results framework and theory of change;
  • Oversee project quality and impact, curating programme results and analysing programme progress for adaptive programming;
  • Establish suitable monitoring mechanisms and framework and undertake regular monitoring on project progress, risks and constraints;
  • Consolidate and ensure submission of annual and final JP narrative reports;
  • Update the implementation plan as required and advise on operational risks and fund performance;

KEY ACCOUNTABILITIES (Contd)

  • Advise the Joint Programme Steering Committee on strategic priorities, programmatic and financial allocations;
  • Support the development, implementation, and monitoring of Joint Programme’s Partnership Coordination and Advocacy plans;
  • Contribute to resource mobilization for PUNOs of the Joint Programme in close coordination with the RCO; identify and collaborate with potential partners to leverage Joint Programme funds and results;
  • Coordinate and liaise with the designated representatives of the Administrative Agency on fund administration issues;
  • Liaise with regional and national counterparts of the project, including civil society organisations, private sector, community stakeholders and UN agencies for the successful implementation of the project. Ensure effective collaboration with the non-PUNO UN agencies and other development partners;

STANDARD MINIMUM QUALIFICATIONS

Education:  Advanced University degree in International Development, International Relations, Political Science, Public Administration, conflict/war studies, human rights or other or related fields.

Experience: 

  • Six  (6) to seven (7) years of progressively responsible international experience in designing, planning, implementing programs/ projects in the area of post-conflict, post-crisis, reconstruction, peacebuilding in countries in transition (from war to peace, crisis to reconstruction);
  • Previous relevant experience in development cooperation, multilateral international organization, I/NGOs, civil society organizations, and/or government agencies;
  • Proven track record in successful project planning, management and coordination, including report writing and budget management, in post-conflict and/or development settings.
  • Experience in managing Joint UN projects is an asset. 
  • Hands-on experience in international development settings providing effective coordination and partnership development with United Nations agencies, national counterparts, development partners, and civil society.
  • Demonstrated understanding of concepts including conflict sensitivity and analysis, Humanitarian Development Peace Nexus, livelihood and asset building, and institutional capacity strengthening
  • Previous working experience with UN organization and knowledge of UN reform desirable.

Language: Fluency in English is essential. Fluency or ability to work in other UN languages is an asset as is ability to work in Tagalog or BARMM local languages.

  • Demonstrated data collection and analytical writing skills, including ability to analyse and consolidate quantitative and qualitative information to understand regional capacities across a wide range of policy and programme areas and identify gap and needs, as well as future entry points.
  • Demonstrated ability to produce high-quality written outputs and ability to present them in English
  • Good operational, analytical and problem solving skills;
