Senior Project Associate, GGGI NAP Readiness Program
The Senior Project Associate will be primarily supporting the implementation and timely delivery of the GGGI Green Climate Fund Readiness Program elated to the National Adaptation Plan in Burkina Faso, in close cooperation with the project lead, the NDA and key stakeholders. She/he will report directly to the GGGI Country Representative and will receive guidance/support from Readiness Program Lead (PL), GGGI technical experts at headquarters, including the GGGI GCF Liaison Unit.
PURPOSE
The role of the Senior Project Associate is to ensure process integrity in program operation and specific project/output delivery, fully meeting established institutional policies, standards and donor requirements across budget execution, procurement & HR processes implementation and other operational functions.
- Monitor and report on project and workstream activities to ensure efficiency and consistency with established work plans to support program management.
- Support the monitoring of project budget and track expenditures to ensure that program resources are optimally allocated and utilized.
- Provide logistical support for the delivery of project activities.
ENGAGEMENT
- Advise the team on the procedures, policies and tools of all operational transactions for project/output delivery
- Communicate program needs to service providers/suppliers and ensure that services/products are delivered in line with established agreements.
DELIVERY
- Develop and manage detailed budget execution plans and schedules in line with yearly work programs and budget line.
- Develop and monitor procurement plans and requisition procedures in line with yearly work programs and budget line.
- Provide logistical support in organizing consultation meetings, workshops, and trainings.
- Support the development of project hiring plan and manage onboarding procedures based on approved headcount.
- Place initial screening and controls on country office spending, procurement requests and contract issuance.
- Verify data and ensure data entry and document consistency from spending and expenses of specific project/output management.
- Maintain program filling system and safeguard standards of reporting/documentary quality to support reporting to donors and program stakeholders.
- Consolidate financial documentation for projects and ensure accuracy of project financial reporting.
- Identify issues and risks that will affect consistent program and delivery and report to the manager
- Identify issues from across projects and workstreams and advise project staff on remedial measures in order to maintain integrity of delivery.
- Execute any other task assigned by the GGGI Country Representative for the smooth running of Country Office activities.
REQUIREMENTS
QUALIFICATIONS
- At least Bachelor’s degree in Project management, finance, accounting, or other relevant areas. Master’s degree is an added advantage.
- A minimum of seven (7) years of progressive experience in office services including procurement, finance and related area (for those with secondary school) or five (5) years (for those with bachelor’s degree).
- Good command and knowledge of Green Climate Fund’s procedures.
- Experience with the UN system or other international organization is a plus.
- Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.), as well as Enterprise Resource Planning (ERP) or similar software.
- Exceptionally organized with excellent prioritization skills.
- An excellent command of spoken and written French and English. Fluency in the local language is preferred.
- Ability to prepare written reports and business correspondence, both in French and English.
- High level of attention to detail and accuracy, especially to numbers.
- Strong and mature interpersonal skills and proven ability to work with multi-cultural teams.
- Ability to work well under pressure and have a flexible approach to tasks given
- Experience coordinating successful functions and events (workshops, meetings, etc.) that are smoothly run and well-facilitated.
- Familiarity with Green Growth and Burkina context with solid experiences dealing with government counterparts
- Excellent communication, presentation and writing skills.

ADDITIONAL INFORMATION
This position is an X7 grade level in GGGI’s Burkina Faso salary scale. Determination of base salary is subject to candidate's experience, academic background, and internal equity. GGGI provides 13% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.

GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
Burkina Faso accession to GGGI was voted in 2018, with a mandate to GGGI to support the country in its transition on a green growth pathway that is strong, sustainable, and inclusive. The cooperation between Burkina Faso and the Global Green Growth Institute (GGGI) has taken off and was consolidated through the development of the Country Planning Framework (CPF) 2019-2023. Prior to the elaboration of the CPF, GGGI developed several initiatives, including: (i) capacity building and knowledge sharing on the paradigm shift of green growth, (ii) the development of projects submitted to the Green Climate Fund, (iii) support for the accreditation of the Fonds d’Intervention pour l’Environnement (FIE), with the Green Climate Fund. This support further extended in 2019 to include project development in areas such as energy, water, land use, green cities, ecovillages, and the mobilization of financial resources for SDGs and the transition to a green and inclusive model of growth.
The Country is highly exposed to the harmful effects of climate variability and change by reason of its geographical location in the center of the Sudanian-Sahelian zone of West Africa. The country is at risk to several natural hazards, including droughts, floods, epidemics, heat waves, windstorms, and insect infestations. These threats hamper the country’s development and contribute to problems such as desertification, land degradation, food insecurity, increased poverty incidents, migration away from the central area of the country, and overall development.
Recognizing these challenges, the Government led the development of Burkina Faso National Climate Change Adaptation Plan (NAP) which was developed in May 2015 and with the vision: "Burkina Faso intends to manage its economic and social development more efficiently by implementing planning mechanisms and measures taking account of resilience and adaptation to climate change between now and 2050".
In order to support the implementation of the NAP, the Government (National Designated Authority, NDA) together with GGGI has mobilized a Readiness & Preparatory Support program from the Green Climate Fund (GCF). The proposed grant aims to address identified needs and gaps to implement the needed adaptation actions such as weak governance and institutional coordination, especially at the subnational level; need to consolidate and share climate information for evidence-based design of adaptation solutions; need to effectively engage private sector in adaptation; and difficulty in accessing climate financing for needed adaptation actions.
