Background
UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. UN Women supports UN Member States as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide. It works globally to make the vision of the Sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life.
UN Women entered Georgia (as UNIFEM) in 2001 and established a full-fledged Country Office (CO) presence in Georgia in 2013. UN Women Georgia CO supports the state and non-state partners towards the achievement of substantive gender equality in Georgia in line with national and international commitments. It works on the levels of policies and legislation, institutions, and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls. UN Women Georgia CO focuses on four strategic priorities – Ending Violence Against Women, promotion and support to Women, Peace, and Security agenda, Economic Empowerment of Women and last but not least, Gender and Good Governance and Women’s Participation in Political and Public Life.
In all the thematic areas of UN Women Georgia CO’s work there are number of studies, analytical reports and brief prepared and legislative amendments drafted with the support of national as well as international consultants and local CSO or government partners. To support UN Women Georgia project teams in the development as well as quality assurance of the knowledge products in different thematic areas of their work, UN Women Georgia office would like to hire a National Consultant on Policy/Legislative Analysis in the field of Gender Equality and Women’s Empowerment.
Duties and Responsibilities
The duties and responsibilities of the National Consultant are:
- To provide technical support to international experts and organizations working with UN Women in terms of development, validation and fine-tuning of knowledge products that they are to deliver
- To provide technical support to UN Women partner organizations working on gender equality policy analysis and capacity development
- To provide support in development of draft legislative amendments / initiatives, and/or policy papers on gender equality related issues
- To liaise and engage with the relevant state and non-state stakeholders in relation to the tasks outlined above
- To perform duties as necessary in relation to the policy, legislative reform initiatives in the field of gender equality and women’s empowerment (such as research, data collection, inquiries, report-writing, policy analysis etc.) as requested by UN Women
- To provide other technical support to UN Women as necessary
In country travel needs will be discussed between UN Women and the Consultant and arranged by UN Women directly.
Deliverables:
Deliverables should be supported by timesheet and progress report:
- Support provided to international experts or organizations working with UN Women related to gender equality policy analysis and capacity development
- Drafts of gender equality related legislative amendments/initiatives and/or policy papers developed and submitted to UN Women
- Research, analysis, data collection related to the policy work performed and submitted to UN Women
- Other tasks performed as necessary.

Required Skills and Experience
Education:
- Advanced University degree (at least Masters) in Law, Human Rights, Gender Studies, Public Policy or related field.
Experience and competencies:
- At least 7 years of proven experience of work on gender equality and women’s empowerment
- At least 5 years of experience in developing policies, policy papers, briefs and reports around gender equality and women’s empowerment
- At least 5 years of experience of work with state and non-state stakeholders on developing strategies, policies and tools, etc.
Language Requirements:
- Fluency in Georgian and English
Evaluation Procedure:
The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation. The candidates must possess minimum qualification criteria to be eligible for further technical evaluation.
The candidate must possess the following minimum qualification criteria to be eligible for further technical evaluation:
- Advanced University degree (at least Masters) in Law, Human Rights, Gender Studies, Public Policy or related field

- At least 5 years of experience of work with state and non-state stakeholders on developing strategies, policies and tools, etc;
- Fluency in Georgian and English
Technical evaluation criteria (including minimum qualifications):
- Advanced University degree (Masters) in Law, Human Rights, Gender Studies, or related field (max 70 points)
- At least 7 years of proven experience of work on gender equality and women’s empowerment (max 90 points)
- At least 5 years of experience in developing policies, policy papers, briefs and reports around gender equality and women’s empowerment (max 90 points)
- At least 5 years of experience of work with state and non-state stakeholders on developing strategies, policies and tools, etc. (max 70 points)
- Fluency in Georgian and English (max 30 points)
Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150
S – score received on financial evaluation;
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F – financial offer under consideration.
The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).
Management arrangements:
The contractor will report to and work under direct supervision of the UN Women relevant Project Analyst and Programme Analyst and overall guidance of UN Women Georgia Deputy Country Representative.
Financial arrangements:
The payment will be disbursed based on the consultant’s request for payment calculated per working day spent for specific activities/deliverables, and upon submission and approval of deliverables and certification by UN Women that the services have been satisfactorily performed.
