The International Transport Forum (ITF) is a global intergovernmental organisation with 63 member countries within the OECD family. The ITF works to foster a deeper understanding of the role of transport in economic growth, environmental sustainability and social inclusion and to raise the public profile of transport policy. It acts as a platform for discussion and pre-negotiation of policy issues across all transport modes. We analyse trends, share knowledge and promote exchange among transport decision-makers and civil society. The ITF’s Annual Summit is the world’s largest gathering of transport ministers and the leading global platform for dialogue on transport policy.

The ITF is seeking one or more Transport Research Officers to provide support to the ITF’s research teams and specifically to fill needs for project support for activities of the ITF Decarbonising Transport Initiative and the ITF’s Innovation Hub. The ITF seeks to build a pool of Transport Research Officers to provide support to its policy and quantitative analysis work for present and future recruitments.

The relevant fields of policy research encompass transport, digitalisation, energy and technology in the context of sustainable mobility and greenhouse gas mitigation. Therefore, the ITF is seeking candidates with backgrounds in either one (or ideally more) of these areas. They will have the opportunity to provide support to complex projects, in a multicultural environment and with a high degree of independence. The successful candidate(s) will be part of a team of enthusiastic professionals reporting to a Team Lead in the Quantitative Policy Analysis and Foresight Division of the ITF.

Main responsibilities 

Research Assistance

  • Research and collate inputs to feed into the ITF’s research and policy analysis in the fields of transport, innovation, energy and climate change.
  • Contribute to outputs and analytical deliverables related notably to the Decarbonising Transport Initiative and the ITF’s Innovation Hub.
  • Provide input to policy reports, guidance documents, policy briefs and presentations.
  • Identify data sources, collect data and carry out data analysis in the field of transport, transport innovation and climate change to support policy analysis with quantitative evidence.
  • Contribute to the development of transport models that help assess future transport activity and related environmental impacts in various contexts.
  • Assist with project and budget management as appropriate and work closely with other members of the teams.
  • Support the broader activities of the ITF through analytical, written and verbal contributions, development of web content and input to briefs on all aspects of transport trends and scenarios.

Representation, liaison and outreach

  • Assist with stakeholder engagement activities such as the organisation of stakeholder workshops, training events etc., whether in France or in project countries. This will include assistance on organisational aspects of such events, as well as the preparation of the content to be presented at such events.
  • Liaise with relevant staff in other OECD Directorates, whenever relevant for cross-cutting work.
  • As applicable, maintain contacts with the private sector, other intergovernmental organisations, international financial institutions, national authorities in ITF member and non-member countries, non-governmental and philanthropic organisations.
  • Provide input to presentations of the ITF’s work at conferences and meetings. 
  • Participate in the organisation of meetings, workshops, panel sessions for the ITF, including at the Annual Summit, and in co-operation with external organisations.

Ideal Candidate Profile 

Academic Background

  • An advanced university degree in a relevant field involving critical analysis such as transport policy, transport and environment, economics, engineering, urban planning, political science, public administration, competition law or a related discipline.

Professional Background and skills

  • First work experience ideally in an international organisation, consultancy, government, development agency or research institution.
  • Relevant experience in policy analysis in the fields of transport and/or energy and the management of their environmental impacts (notably greenhouse gas emission mitigation), gained during first work experience(s) and/or thanks to academic work.
  • Sound numerical and analytical abilities. Demonstrated skills in econometrics would be an advantage.
  • Experience in quantitative analysis and modelling of transport and/or energy and their environmental impacts (notably greenhouse gas emissions) would be an advantage.
  • Experience in handling and analysing large datasets would be an asset.
  • Project management experience, including familiarity with project budgets, timelines and reporting requirements, would be an asset.
  • Good communication skills, including ability to present technical issues to varied audiences.

Tools

  • Sound knowledge of Microsoft Excel and/or other database management software, proficiency in the manipulation of spreadsheets, ease in the handling of large and complex datasets.
  • Knowledge of programming languages (such as VBA, R, Python, Java) and experience with other modelling environments are an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Two-year fixed-term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests and video-recorded interviews are foreseen for the last week of May and panel interviews are planned between 20th and 28th June.
