1. Animal Welfare Officer
Reporting to the Programme Manager, the post-holder will field work within Kenya and other Brooke East Africa operation countries, focused on (a) direct engagement with higher learning and strategic Institutions; and (b) field engagement with Animal Health Practitioners and implementing partners; to promote Brooke East Africa’s equine wealth programme work.
Roles and Responsibilities
- Establish linkages and relations with veterinary schools at all levels, government institutions, non-state actors and other entities and identify areas of mutual interest and strategic collaborations that promotes Brooke East Africa’s Animal Health work
- Explore and secure collaboration arrangements and agreements through strategic Memorandum of Understanding (MOUs)
- Develop joint plans with the institutions to implement the MOUs’ objectives
- Ensure timely delivery and implementation of the MOUs/joint plans
- Regularly review MOUs to ensure proactive and progressive adoption of learnings and innovations
- Work closely with advocacy and programme teams to identify opportunities for collaborations with strategic governmental and policy institutions/bodies involved in welfare and animal health to promote and advocate for equine welfare
- Assess and identify capacity gaps and needs of Animal Health Practitioners (AHPs)
- Develop and implement training programs for AHPs to address the identified gaps and needs
- Develop and implement mentorship plan for the AHPs using Brooke’s Mentorship frameworks
- Monitor and evaluate the effectiveness of the capacity building and mentorship interventions; and follow-up/review with relevant adjustments
- Identify forums, conferences or initiatives that have a veterinary engagement angle to animal welfare or have themes that resonate with Brooke
- Develop and submit abstracts to conference organizers in order to seek opportunities for formal participation
- Prepare and present position papers, data, information or material on behalf of Brooke during the conference
- Follow up on agreements and resolutions made during these forums/conferences to ensure Brooke’s positions or commitments are achieved
- Receive and provide input and support to other officers whose jobs are interdependent with this role
- Supply reports and other required information and data to other parts of the organization as required
- Actively participate in team and or staff meeting; adding value to the meeting agenda and discussions for the purpose of enhancing organizational goals in community engagement
Knowledge and Skills Required
· Minimum Bachelor’s degree in Veterinary Medicine or related field
· Over 5-years’ experience working in NGO or Institutional set up
· Competency in building and strengthening collaborations and networking
· Expertise in capacity building, delivering training and adult learning facilitation
· Experience in developing and delivering information at high-level policy and academic forums
· Good planning, implementation, monitoring and reporting skills
· Good representation and negotiation skills
· Collaborative and supportive approach to resolving complex issues with stakeholders
2. Community Development Officer
Reporting to the Programme Manager, the post-holder will field work within Kenya and other Brooke East Africa operation countries, focused on direct engagement with communities and implementing partners.
Roles and Responsibilities
· Assess and identify community capacity gaps, needs and root causes on equine husbandry and management practices and related social-economic needs
· Develop and implement interventions to address the gaps, needs and root causes identified above in a sustainable manner, and using Brooke’s Communities For Animals (C4A) tools
· Monitor and evaluate the effectiveness of the interventions, and follow up with relevant adjustments
· Continuously implement follow up actions or adjustments on the basis of information gathered from the evaluation above
· Explore and try innovative capacity building methods, tools and techniques that are suitable and sensitive to distinct community groupings, demographics and contexts for sustainable behaviour change
· Strengthen community-based structures among target equine owning communities that assure sustainable project interventions
· Participate in identification of gaps in and value addition to resource and material requirements related to community engagement
· Participate in all community engagement resource and material development initiatives in order to ensure that there is optimal standardization of learning resources for Brooke East Africa and partners utilization in the community
· Prepare for and deliver content during planned trainings, ensure learning capacity building road map; matching session plans for each training session; and conduct monitoring visits to follow up on the use of C4A tools
· Actively participate and support planning of Community Engagement meetings and workshops for Brooke East Africa Partners or organized by Brooke UK
· Participate from time to time in value adding meetings or initiatives with Brooke East Africa’s Partners and other like-minded stakeholders in animal welfare and livelihoods sectors

3. MEAL and Research Officer
Reporting to the Programme Manager, the post-holder will Provide technical lead, support and advice to ensure that Brooke East Africa programme Monitoring, Evaluation, Accountability & Learning (MEAL) and Research activities are designed and implemented in line with the agreed MEAL framework, and in compliance with guidelines, processes and procedures established by Brooke.
The MEAL and Research Officer will be data-driven, analytical, detail-oriented, hands-on and able to do project design, planning, project management, and analysis and is passionate about Brooke’s work of improving animal welfare.
Roles and Responsibilities
· Develop a MEAL Plan for Brooke East Africa’s Strategic/Operation Plans, guided by Brooke’s MEAL framework, guidelines and processes
· Track MEAL Scorecard and Indicators to demonstrate the effectiveness of programme interventions
· Ensure baseline and evaluation surveys are conducted with high quality; including development of ToRs and tools, in collaboration with relevant Programme team members and Brooke UK MEAL team
· Contribute to the development of annual Operational Plans to identify programme targets and ensure inclusion of MEAL activities
· Update/review the MEAL Plan as per need
· Coordinate all aspects of data collection, processing, analysis; using Brooke’s MEAL processes and system (Brooke-Check)
· Undertake quality assurance processes of data such as completeness, validation; to ensure integrity and reliability of all Brooke East Africa data sets
· Ensure MEAL data/information is well organized, presented and utilized to inform programmatic decisions and reporting
· Ensure Brooke East Africa’s adherence and compliance to General Data Protection Regulation (GDPR) and Safeguarding policies in all aspects of Data Management
· Use Brooke-Check and other relevant data processing systems, create and integrate graphics in reports and information products to help visualize data in a meaningful way
· Ensure high-quality, timely preparation & dissemination of quarterly and annual reports - capturing progress, results and impact achieved in line with Brooke’s MEAL framework
· Work closely with programme and communication teams, take lead in the collecting reporting data and information and documentation of case studies, success stories, etc.
· Coordinate and create avenues for information sharing and learning for Brooke East Africa and Partners to promote cross-learning
· Collate and document learnings and best practices emanating from reporting, share and learn sessions; and disseminate this information with Brooke East Africa and Partners
· Actively participate, represent and support preparations for strategic forums and conferences to share & disseminate Brooke’s work using MEAL and Research information
· Remain abreast of best practices in the fields of MEAL and research by consulting appropriate websites, and ensure that these are shared with both Brooke East Africa and Partner staff
· Represent Brooke East Africa in Brooke global research team and forums
· Continuously identify and explore opportunities for collaborative researches with Brooke East Africa Partners and strategic stakeholders (including government research institutions, to generate credible research information and evidence to inform programme and advocacy work
· Ensure all Brooke East Africa research work is conceptualized, planned and executed line with Brooke’s research policy and guidelines
· Ensure that research publications and other related outputs are professionally prepared, presented and disseminated to promote Brookes’ work and learning internally and externally
· Identify existing gaps in research and suggest appropriate trainings that will help seal in the gaps
· Establish/strengthen good rapport with government, universities and research institutions for purposes of collaborative researches or publications relevant to Brooke’s work
· Identify gaps and organize capacity building on MEAL and research for Brooke East Africa staff and partners to improve quality and utilization of MEAL and research data for effective programming, evidencing and reporting
· Provide technical guidance and support to Partners in planning and implementation of their Brooke Projects MEAL activities, data-based program decision-making, and results reporting; provide training as needed
· Provide technical guidance and support to Partners in planning and execution of Brooke funded research projects/activities, research-based program decision-making, and provide training as needed

Knowledge and Skills Required
· Minimum Bachelor’s degree in Statistics or a related field from a reputable University.
· At least 5-years of demonstrable experience and expertise in developing and coordinating Organizational and Project MEAL plans and activities
· Demonstrable experiencing in Leading Research work; and related fields of knowledge management, organizational learning, etc
· High competency in development of MEAL frameworks; report and publications writing and reviews
· Excellent skills in collection, analysis, interpretation, visualization and presentation of complex data sets
· High proficiency in computer programs, especially Data analysis and Microsoft Office applications
· Experience in working with NGOs or Research Institutions
· Sharp analytical, organizational and documentation skills
· Keen attention to detail
· Ability to work well both independently and within teams
· Flexible, willing to grow professionally, learn new skills
· Can meet tight deadlines without compromising quality
