B.Background and scope of portfolio
UNDP in partnership with Ministry of Environment, Forest and Climate Change (MoEF&CC) is implementing HPMP (Hydrochlorofluorocarbons (HCFC) Phase-out Management Plan) Stage-II project, funded by the Multilateral Fund for Implementation of the Montreal Protocol to phase out HCFCs in the consumption sector in line with the Montreal Protocol phase-out schedule. In addition to above, UNDP is also preparing the HPMP stage-III plan (the last and final Stage of the HPMPs) which would be implemented through 2023 to 2030 to phase out remaining HCFCs in the refrigeration, air-conditioning and firefighting manufacturing sectors and the Refrigeration  and Air-conditioning  (RAC) service sector.  While the phase out in manufacturing sectors will be implemented by UNDP, the RAC service sector shall be implemented by UNDP along with GIZ Proklima . Ozone Cell, MoEF&CC has requested UNDP to place the services of  a technical specialist to provide technical guidance on non-HCFC and low global warming potential alternatives to the HCFCs to be phased out under HPMP Stage-III, sectoral and overarching strategies for implementation of HPMP Stage-III and development of framework for implementation, monitoring and reporting.

Duties and Responsibilities

Under the overall guidance of Program Manager, Chemicals and Environment Management Unit, UNDP India, the technical specialist is expected to discharge the following functions:
1.Provide technical inputs and guidance inter-alia for the following:
•Survey data of enterprises for establishing eligibility for inclusion in HPMP Stage-III
•Physical site verification reports of eligible enterprises for inclusion in HPMP Stage-III
•Alternative non HCFC and low global warming potential technologies to be adopted by industry during implementation of  HPMP Stage-III including for MSMEs.
•Issues  relating to technical feasibility, cost and safety related issues to participating enterprises in HPMP Stage-III.
•Sectoral strategies for implementing HCFC phase out during HPMP Stage-III including in the finalization of overarching strategy. 
•Development of implementation framework for HPMP Stage-III including verification, monitoring and reporting.
•Designing technical Assistance activities under HPMP Stage-III including guidance during implementation.
•Technical and policy issues including those relating to HPMP Stage-III during the Montreal Protocol meetings 
•Other activities relating to implementation of HPMP Stage-III
2.Inputs and guidance for completion of pending activities under HPMP Stage-II
3.Any other task(s) as may be assigned by UNDP in context of the above  activities.
Institutional Arrangement
The Chemical and Environment Management  (CEM) Unit in the UNDP  Country office handles the Montreal Protocol portfolio.  The CEM, through a National Programme Manager (NPM) and one assistant placed by UNDP in the Ozone Cell, a Project Officer and finance assistant in the CEM Unit is working in the formulation and implementation of HCFC phase-out activities in the consumption sector in India, to facilitate achievement of the HCFC consumption phase-out targets, in accordance with the obligations of India to the Montreal Protocol. 
The Technical Specialist is to provide technical inputs and guidance for the strategy formulation of HPMP Stage 3 preparation including sectoral plans for HCFC phase-out in final stage of HPMP implementation. Technical Specialist has dual reporting- Director, Ozone Cell and the Program Manager, CEM, UNDP.

Competencies

Required  skills and competencies
  • Demonstrated experience in environmental and/or technical projects and activities.  
  • Knowledge and understanding of the Montreal Protocol financial mechanism, non-Ozone Depleting Substances and low global warming potential technologies and Multilateral Fund policies, guidelines and procedures.
  • Knowledge of Indian industries/establishments working in various Sectors and sub-sectors with specific reference to HCFC.
Desired additional skills and competencies
  • Doctoral degree in Chemical/Mechanical/Environmental Engineering is desirable. 
  • Good communication, interpersonal skills, with an ability to work in a multi-cultural environment.
  • Any additional work experience in the govt sector, multilateral organizations and/or the UN is desirable.

Required Skills and Experience

Min. academic education :
Master's degree in Chemical/ Mechanical/ Environmental Engineering is required
Min. years of relevant work experience :
Minimum 5 years experience in project management is required.
Required Language(s) 
Fluency in English and Hindi is mandatory
