B.Background and scope of portfolio
UNDP in partnership with Ministry of Environment, Forest and Climate Change (MoEF&CC) is implementing HPMP (Hydrochlorofluorocarbons (HCFC) Phase-out Management Plan) Stage-II project, funded by the Multilateral Fund for Implementation of the Montreal Protocol to phase out HCFCs in the consumption sector in line with the Montreal Protocol phase-out schedule. In addition to above, UNDP is also preparing the HPMP stage-III plan (the last and final Stage of the HPMPs) which would be implemented through 2023 to 2030 to phase out remaining HCFCs in the refrigeration, air-conditioning and firefighting manufacturing sectors and the Refrigeration and Air-conditioning (RAC) service sector. While the phase out in manufacturing sectors will be implemented by UNDP, the RAC service sector shall be implemented by UNDP along with GIZ Proklima . Ozone Cell, MoEF&CC has requested UNDP to place the services of a technical specialist to provide technical guidance on non-HCFC and low global warming potential alternatives to the HCFCs to be phased out under HPMP Stage-III, sectoral and overarching strategies for implementation of HPMP Stage-III and development of framework for implementation, monitoring and reporting.
