The Financial Action Task Force (FATF) is an autonomous intergovernmental international body responsible for developing and promoting policies for combating money laundering, terrorist financing and the financing of weapons of mass destruction. The FATF has 37 countries and two regional organisations as members, along with nine FATF-style regional bodies (FSRBs), which together comprise a Global Network of over 200 countries and jurisdictions. The FATF Secretariat is located at the OECD.

The FATF Secretariat delivers on its training mandate through both in-person and on-line training. The learning and design officer will contribute to the delivery of the FATF’s training programme through both modalities. The learning and design officer will be primarily implicated in the delivery of on-line training. To contribute to the delivery of on-line training, the learning and design officer will lead in the technical design and delivery of training programmes and engagements, such as e-learning, videos, learner testing etc., in line with the FATF training programme annual plan and the FATF Work Plan. The learning and design officer will work with subject matter experts from the FATF Secretariat to contribute to the instructional design of training programmes, and to leverage their expertise in delivering high quality training to diverse audiences of individuals from across the FATF Global Network. The individual will also work with the FATF Secretariat to evaluate and improve existing training programmes, and ensure that delivery is in line with best practices.

To contribute to the delivery of in-person training, the learning and design officer will work with subject matter experts from the FATF Secretariat to contribute to the instructional design training programmes to ensure that the FATF Secretariat is delivering high quality training to diverse audiences of individuals from across the FATF Global Network. The individual will also work with the FATF Secretariat to evaluate and improve existing training programmes, and ensure that delivery is in line with best practices. The learning and design officer will report to the FATF Training Programme Manager and may be required to undertake international travel.                                                                                                                      

Main Responsibilities

Design, develop and deliver AML/CFT e-learning courses

  • Work with project teams within the FATF Secretariat to create, maintain and revise e-learning courses.
  • Create, maintain and revise e-learning and multimedia products using Microsoft Products, Adobe Creative Cloud, Articulate 360 (Storyline and Rise) and other innovative authoring tools and software.
  • Create, manipulate and edit digital imagery, video and sound for e-learning courses.
  • Create storyboards for consultation with subject matter experts.

Instructional design of on-line and in-person training courses

  • Work with subject matter experts from the FATF Secretariat to create engaging learning activities and compelling course content through applying instructional design theories, practices and methods.
  • Contribute to the development of instructional goals and develop content to meet them.
  • Develop exercises and activities to enhance learner experience.
  • Design learning that reflects an understanding of the diversity of leaners, including across different cultures and modalities of learning.
  • Develop assessment mechanisms for FATF learners.
  • Develop instructor guides and participant guides/pre-reading material.

Ideal Candidate Profile 

Academic Background

  • A university degree, or equivalent, in e-learning, instructional design, instructional theory, education technology, adult education, multimedia design or another relevant discipline.

Professional Background

  • At least three years of as an e-learning developer with instructional designer requirements.
  • Experience in lesson/curriculum planning and the creation of storyboards.
  • Experience designing, developing, and delivering learning solutions using such methods as game-based learning, video, micro-learning, simulations, and immersive scenarios requiring multiple branching elements.
  • Experience developing complex interactions (i.e. using variables), learning activities and animations,
  • Proficiency with industry standard design software (i.e., Adobe Creative Suite and Articulate 360)
  • Demonstrated experience in managing projects and achieving timelines.
  • Experience in working as part of a multicultural team or international organisation.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages (e.g., Korean, Spanish, Russian, Arabic) would be an advantage.

Contract Duration

  • One-year fixed term appointment, with the possibility of renewal.
