Mission and objectives
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes, in advocacy and in operations. Context
This UNV assignment will contribute to UNICEF’s Education and Adolescent programme in Gaza. The duty station for the assignment will be at the UNICEF Gaza Field Office. As this is a national UNV assignment, the volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan. Under the 2018-2022 Area Programme Document for the State of Palestine, UNICEF works closely with different ministries, UN agencies, national and international NGOs, Civil Society Organizations, and communities to improve access to basic services, the protective environment and social inclusion for Palestinian boys, girls and women. This is done through: (a) capacity development of national and civil society partners, with a focus on legislation and social service systems strengthening; (b) research that contributes to knowledge and evidence informing social policy and social protection for children; (c) interventions that directly address barriers to equity for vulnerable and marginalized communities; and (d) support to both sustain and encourage resilience to address vulnerabilities. The UNICEF State of Palestine programme is organized around five programme components: (1) Education and Adolescents (Learning for Development), (2) Child Protection, (3) Water, Sanitation and Hygiene, (4) Health and Nutrition, and (5) Social Protection and Inclusion. These components are mutually reinforcing and complementary.
Task description
Under the direct supervision of the Education Officer in Gaza, the UN Volunteer will undertake the following tasks: Support to program development and planning • Contribute to the preparation/update of situation analysis for the education sector/s for development, design and management of education related programs/projects. • Contribute to the development/establishment of sectoral program goals, objectives and strategies and results-based planning using available data and other related information for development planning and priority and goal setting. • Provide technical and operational support throughout all stages of programming processes by preparing related materials/documentations and complying with organizational processes and management systems, to support program planning, results-based planning (RBM) and monitoring and evaluating results. Strengthening of the field monitoring function • Systematically collect, and make the data and analysis available for the Education and Adolescent programme related indicators in the Annual Management Plan and Rolling Annual Workplans (Education and Adolescents’ Development Programme), with a specific focus on children in Gaza. • Participate in programmatic and field monitoring visits to the education project sites in Gaza, draft report and analyze findings in the field monitoring reports. • Maintain updates into project monitoring and tracking sheet for the Education and Adolescents Development section. • In coordination with the team in the section and Gaza supply officer, contribute to the development of the supply plan for 2022-2023, the delivery and the distribution to beneficiaries. • Provide day to day, troubleshooting support to the partners with guidance from the Education officer. Strengthen reporting function • Participate as appropriate in meetings with government, UN and NGO partners to collect latest updates on progress of education initiatives and keep abreast of the latest information and updates. Document the meetings by taking minutes, as necessary. • Support Education Officer in Gaza in preparing inputs for quarterly, bi-annual and end of the year CO report. • Upload project documents, progress reports, reports of field/programmatic visits in the E-tools and keep the education officer and partners aware of the required reports on time. • In coordination with other colleagues, collect inputs for quarterly Situation Report (SITREP) and update Gaza Humanitarian Performance Monitoring Sheet and other reports required. Strengthen information sharing • Undertake field visits to UNICEF project sites to collect visibility and communications materials, including human interest stories. • Contribute to the establishment of Projects Data Base in Gaza and upload projects in the relevant data-base to match the aligned with the database of the “Education and Adolescents’ Development” section. Support day to day management of the L4D Section • Provide administrative support in the day-to-day management of the programme, including financial of the implementation. • Support and contribute to the development of project documents, Programme Cooperation Agreements (PCA) in close consultation with the various sections of the office for close sectoral activities, under the guidance of the education officer. • Support the Education Office in drafting project and donor proposals and reports. The UN volunteer will have access to UNICEF website and social media and can orient himself or herself with UNICEF works and documents.
