Organisational Context

 

Major Programme V11-5, the Independent Oversight Mechanism (IOM), was established by the Assembly at its eighth session in accordance with article 112, paragraph 4, of the Rome Statute. It is an operationally independent office with its head reporting to the President of the Assembly of States Parties.

The purpose of the IOM is to provide meaningful oversight of the Court through its mandate to conduct inspections, evaluations and internal investigations.

 

 

Duties and Responsibilities

The Associate Investigator will work under the direct supervision of the Senior Investigator of the IOM, and the general oversight of the Head of the Independent Oversight Mechanism (IOM). The incumbent will perform the following duties:

  • Support the Investigator and Senior Investigator in all aspects of investigations assigned to them. This includes preparing draft investigation plans, drafting interview questions, participating in interviews and preparing interview records, reviewing and analysing evidence, preparing memos and drafting reports.
  • Support the Head of the IOM in ensuring that IOM internal investigation standards, practices and procedures remain consistent with best practices.
  • Provide advice to Court staff on internal investigation matters, under the supervision of the Senior Investigator.
  • Undertake other ad hoc work as required by the Head of the IOM.

 

Essential Qualifications

 

Education:

An advanced university degree is required in law or a subject relevant to conduct investigation, such as forensic accounting, criminal justice, economic crime and fraud management. A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

 

Experience:

A minimum of two years of progressively responsible professional experience (four years with a first level university degree) is required as an investigator, inspector, legal advisor, auditor or fraud examiner, preferably at the international level.

Practical experience in information gathering and interviewing, ideally as an auditor or investigator, or in a similar legal context, is required, in addition to experience managing confidential case-work, data analysis and research activities.

 

Knowledge, Skills and Abilities:

  • Knowledge of investigation theories and techniques;
  • Knowledge of investigation procedures;
  • Analytical skills to process high volumes of complex data and problem solving skills;
  • Excellent report writing skills;
  • Knowledge of legal processes, and demonstrated ability to apply such knowledge to practical cases;

  • Ability to work in a non-discriminatory manner with respect for diversity; and
  • Professional and personal integrity.

 

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English and French, is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, and Spanish) is considered an asset.
