Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As Libya continues its path of political transition, new opportunities have emerged for women’s public and political participation. Women leaders and women’s organizations have demonstrated their skills, knowledge and networks to effectively lead and participate in all fields. Today there is more acceptance than ever before that women bring different experiences, perspectives and skills to the table, and make irreplaceable contributions to decisions, policies and laws that work better for all. At the same time, however, recent studies are indicating that women are experiencing many challenges and barriers to their representation and participation.

UN Women Libya is convening 5 (five) events this year on national reconciliation and violence against women for which we are looking to hire a rapporteur to report on:

  • 3 connected consultations and sensitization sessions on women’s priorities for the national reconciliation process (with civil society partners and the media, and national and regional stakeholders)
  • 2 listening sessions on online violence against women

In addition, one further event has already been held regarding violence against women in politics (VAWP). The event has been recorded and will need to be summarized in a report with recommendations on addressing VAWP.

Objective of the Assignment:

Under the overall supervision of the UN Women Head of Programmes and direct supervision of the relevant Programme Analyst, the rapporteur will provide technical support in the creation of reports drawing on conclusions and recommendations from events and consultations UN Women is holding with key stakeholders in line with its workplan.

Duties and Responsibilities

The rapporteur will be expected to:

  1. Attend each consultation and event (with reasonable advance notice) in person and collect information/recording of information as appropriate and convenient including transcription of recordings were needed;
  2. Provide the UN Women with high-quality comprehensive reports with useful and relevant information analysis, including recommendations for future work, based on the outcomes of consultation and listening sessions, recommendations and take-aways, including proof-reading and revision per UN Women Reporting standards;
  3. Ensure the use of gender-sensitive language in the report and appropriate use of UN terms;
  4. Some of the events will be held in Arabic. The transcription will need to be in the original language and the reports will need to be prepared in English;
  5. The rapporteur will need to be equipped with all materials and equipment needed to perform their tasks for example laptop, software etc.

Write report on the recommendations and take-aways from the VAWP sessions of trainings held on women’s political participation

Write report on outcomes and recommendations of the dialogue between participants of the consultation with key regional and international stakeholders

Write report with the recommendations of sensitization with women empowerment units and municipalities on national ownership on women’s protection, GBV prevention, meaningful participation, relief and recovery

Functional Competencies

Outputs

  • Collection of information/data during each consultation and event;
  • Collection of recordings and transcription following each consultation and event;
  • Producing short summary (3-5 paragraphs) on the event to be disseminated with participants;
  • Producing draft reports following each of the 6 events identifying and framing issues raised by participants (information can be presented as appropriate and suitable for each consultation and event) to be shared with UN Women for its feedback;
  • Submit 6 separate finalized reports for 6 events (three of which are connected in a series), incorporating UN Women’s feedback.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in communication, journalism, gender studies, international relations, political science, translation, cultural studies or relevant field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • 3 years of progressively responsible experience at national or international level in public relations, communications or advocacy; report-writing, writing articles, blogs, newsletters is required.
  • Previous experience in report-writing on Libya or MENA conflict countries, specifically on women’s issues, is an asset.
  • Track record of producing high-quality reports, including comments and revisions according to specified deadlines is an asset.

Language Requirements:

  • Fluency in oral and written English and Arabic is required. Knowledge of French is an asset.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1:  Education (20 points)
  • Criteria 2:  Experience (20 points)
  • Criteria 3:  Languages (30 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;

'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
