DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions.   With an annual portfolio of $12million, and with approximately 200+ staff,  DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams 

About the job 

The Economic Recovery Officer will be based in Bekaa as a member of the Economic Recovery department. The Economic Recovery Officer will play a key role in implementing various Economic Recovery programs in Baader center. S/he will particularly focus on outreaching employers, creating a network in the market with several businesses and potential employers, provide placement opportunities for Work Based Learning and for job placement.  

The officer will conduct daily follow-ups and data collection about the markets and job opportunities for DRC beneficiaries. The officer will also provide soft skills trainings for selected individuals, conduct awareness session decent work condition, as well as coordinate with relevant partners and activities within the Community Development Center.  Your main duties and responsibilities will be:  

 

Program Implementation:  

  • Actively lead the implementation of the Economic Recovery activities at Baader center in a way that ensures coherence between planned activities and commitments outlined in project proposals.  

  • Map employers from private sector and perform outreach to engage them in the possibility of hosting apprentices. Follow up and monitor apprenticeship placements to ensure a successful fit, a positive learning experience, and monitor compliance to grant requirements.  

  • Map Economic Recovery actors and training service providers and engage with them in the possibility of referring participants to their trainings, cash for work project, BDS programs etc. Follow up and monitor referred participants to ensure participants successfully received the needed service.  

  • Visit employers (businesses), NGOs, UN agencies, vocational training providers to explain the role of the DRC Employment Center and its services, to obtain job vacancies, place and refer jobseekers on a weekly basis. Identify job vacancies and refer jobseekers, support employers through pre-screening of job seekers.  

  • Follow up with jobseekers after referring them to employers, and /or after being hired.   

  • Conduct data collection on the local labor market and enter collected information on Job Vacancies, Training opportunities and self-employment support programs into the database.   

  • Ensure strong engagement with beneficiaries targeted in DRC Economic Recovery program and make sure their enquiries are answered in a timely manner.  

  • Supervise vocational trainings and skills building trainings through collecting attendance sheets, executing spot checks, following up with beneficiaries to set the schedule.   

  • Develop good linkage with private sector for beneficiaries’ enrollment in work based learning program and job placement  

  • Assist in conducting market assessment of the areas of intervention and determining program intervention priorities based on needs and existing resources.  

  • Map available job platforms which we can make available for beneficiaries in the CDC/Baader Center and teach them how to use these platforms.   

  • Participate in field based research activities related to DRC Economic Recovery programing   

Monitoring, Evaluation and Documentation  

  • Work closely with the monitoring and evaluation department to facilitate monitoring and evaluation activities to ensure program implementation is on track and of highest quality.  

  • Ensure that all reporting and referrals is done through the relevant online platforms.  

 

 

HR and Administration  

  • Work closely with operational staff to ensure a proper management and follow up on order requests, payment requests and financial forecast of program activities. In particular, the Economic Recovery Officer is in charge of all the HR and administration, including procurement, that is directly in relation with the job placement and private sector.  

 

About you 

To be successful in this role we expect you to have a A minimum of a Bachelor University degree; preferably related to international development, social sciences, economics, business . Moreover, we also expect the following:  

 

Required  

  • 2 years’ minimum experience with INGOs, preferably in Economic Recovery, or related sectors, which would include experience with the following activities:  

  • Engagement with the private sector and providing job placement  

  • Knowledge of the local labour market and Economic Recovery pathways for vulnerable individuals.   

  • Conducting market assessments.  

  • Training and facilitation for staff and community groups
