Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

Under the overall guidance of FAO Somalia Head of Programme and the direct supervision of the Somalia Water and Land Information Management (SWALIM) Project Technical Advisor (TA).

Technical Focus

Carry out activities related to Water and Land resources, including capacity building, TA, and liaison with other agencies and with the academia.

Tasks and responsibilities

  • Maintain and enhance relationships with strategic partners at national and international level, in particular all relevant UN Agencies/Somali Institutions/Stakeholders in W&L related topics to mainstream cooperation and coordination on Land and Water activities with a special focus on Early Warning
  • Set-up, maintain, and enhance national and international academic and knowledge institutions to jointly design Land and Water research themes that will benefit the Somali communities
  • Provide analysis and production of publications.
  • Support the FAOR in providing analysis and needed information, eg. for country team briefings.
  • Produce budgets and workplans in relation to WAL activities to be implemented
  • Provide senior TA to SWALIM in areas of Land and Water projects
  • Support the Senior Program Management to ensure inclusion of W&L information and knowledge resources across FAOSO sectors, program and beyond
  • Draft the strategy for the expansion of SWALIM within FAOSO Programme and/or at regional level
  • Provide senior TA and appropriately targeted advice to Somali authorities, international agencies, and associated project partners on generation, management and use of W&L information, for example on its application to implementation of IWRM.
  • Support FAOSO in the design of GEF proposal
  • Review and ensure technical consistency and quality of the information released by FAOSO Programme informing documents, reports, briefs and other releases, as well as for web content and relationships with the media, resource partners and stakeholders. Ensure that new publications adhere to FAO standards for public release.
  • Historical remote sensing data retrieval for historical trend analysis for Climate Change models
  • Flood Risk project (dissemination)
  • Drone’s training and applications; Design of the drone training package, and Implement drone training
  • Design Capacity development programmes for Somali governmental Technical staff.
  • Perform other related duties as required, in writing, by the supervisor

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • A Bachelor’s degree in one of the following fields: Hydrology, Hydrogeology, Earth Science, Water resources or agricultural engineering. An Advanced University Degree, Ph.D. or equivalent will be considered as a strong asset.
  • At least 15 years of relevant experience in analysing hydrological, hydrogeological and irrigation information and other climatic time series including remote sensing data; irrigation and agricultural water management
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.
